A RESOLUTION GRANTING PERMIT UNDER SECTION 14-124.101 OF
THE ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO
PERMIT A MEDICAL OFFICE FOR PROPERTY LOCATED IN THE PUD,
PLANNED UNIT DEVELOPMENT, DISTRICT, AT 4916 EXCELSIOR
BOULEVARD
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Baltimore Realty Company (Park Nicollet Medical Foundation) has made
application to the City Council for a special permit under Section 14-124.101 of the St.
Louis Park Ordinance Code for the purpose of converting and expanding a vacant building
to medical office located at 4916 Excelsior Boulevard for the legal description as follows,
to -wit:
That part of the Northeast Quarter of the Northwest Quarter, Section 7,
Township 28, Range 24, described as beginning at a point on the center
line of Excelsior Avenue distant 183.07 feet Northeasterly along said
center line from the West line of said Northeast Quarter of the Northwest
Quarter; thence Northeasterly along said center line 90.18 feet; thence
Northwesterly at right angles 310 feet; thence Southwesterly at right
angles 90.18 feet; thence Southeasterly at right angles 310 feet to the
point of beginning (abstract)
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 84 -13 -SP) and the effect of the proposed medical office
on the health, safety and welfare of the occupants of the surrounding lands, existing and
anticipated traffic conditions, the effect on values of properties in the surrounding area,
the effect of the use on the Comprehensive Plan, and compliance with the intent of the
Zoning Ordinance.
3. The Council has determined that the proposed medical office will not be
detrimental to the health, safety, or general welfare of the community nor will it cause
serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property
values, and the proposed medical office is in harmony with the general purpose and intent
of the Zoning Ordinance and the Comprehensive Plan.

The special permit to permit a medical office at the location described is granted based
on the findings set forth above and subject to the following conditions:
1. That the site be developed, used, and maintained in accordance
with Exhibit A, Landscape Plan, and Exhibit B, Elevation Plan,
subject to the following conditions.
2. That the use be for medical offices containing no more than
14,104 square feet of net floor area.
3. That parking in the interim lot be made available to the
employees and tenants of the subject property. Prior to
termination of the interim parking, the applicant is to secure
50 additional spaces for this use within 500 feet from the
property.
4. That all landscaping improvements, walkways, trees, parking
spaces, entrance area expansion, and all other elements of the
site plan be completed by October 15, 1984; however, the new
exterior stucco and anodized aluminum windows and canopy be
allowed to be completed by October 15, 1986.
