HomeMy WebLinkAbout84-222 - ADMIN Resolution - City Council - 1984/12/17December 17, 1984 RESOLUTION NO. 84-222 RESOLUTION PROVIDING FOR CITY PARTICIPATION IN PREMIUM PAYMENTS FOR HOSPITALIZATION AND MEDICAL INSURANCE FOR CITY EMPLOYEES JOINTLY WITH HENNEPIN COUNTY WHEREAS, the City Council desires to make available to City employees the benefits and advantages of group insurance rates and coverage as authorized by M.S.A. Section 471.61; and WHEREAS, the City of St. Louis Park and the County of Hennepin have entered into a contract for joint participation in providing group hospitalization and medical insurance for City employees in the group insurance plans now in effect for County employees; therefore, BE IT RESOLVED by the City Council of the City of St. Louis Park: ir1) The City Manager and the Mayor are hereby authorized to execute and renew from time to time on behalf of the City various group insurance contracts in the forms and for the purposes authorized by law in M.S.A. 471.61 for the benefit of the employees and officers of the City where execution of such contracts is required and to approve such contracts where approval thereof shall be required, provided, however, that such contracts shall not be exclusive nor limit the right of freedom of choice by the employees and officers as to the selection of any one or more of them under the terms of the various contracts. 2) The group insurance plans hereby authorized shall be limited to those popularly known as Group Health, Inc., Med Centers Health Plan, Physicians' Health Plan, and Minnesota Benefit Association. 3) Effective with the January, 1985 installment, the City shall pay to the insurers from the funds of the City for such approved group insurance coverage for its regular employees or officers, except employees covered under union contracts, a sum equivalent to the premium for individual coverage to any insuring organization under Contract with the City in accordance with M.S.A. 471.61. 1985 Insurance Contributions December 17, 1984 - pg. 2 At the present time, the City is contributing $2.20 per month for $10,000 term life insurance for office, technical and maintenance employees. There is no change in this premium for 1985. Supervisory Employees The City currently contributes a maximum of $168.35 per month towards family health insurance coverage for supervisory employees. This is equivalent to the family premium for the Med Centers Plan. For the last eight years the City has contributed the full amount of the Med Centers premium, the median (middle) amount compared to the other premiums. It is recommended that the City continue to contribute the equivalent of the Med Centers Plan, $180.15 per month in 1985. The total cost for this increase including increases in single coverage premiums would be approximately $4,574. This is $300 less than the cost of 1984 premium increases. DENTAL INSURANCE For the last three years, the City has provided a dental insurance program through Delta Dental Plan of Minnesota for all non-union employees and for members of the Local 320 (Police) bargaining unit. Feedback from employees indicates that this benefit is well regarded. At the present time, the City contributes $11.30 per month for single coverage and there is no change in this premium for 1985. RECOMMENDATIONS Attached is a resolution authorizing the Mayor and the City Manager to execute and renew a contract with the County for employee health insurance with the maximum 1985 City premium contributions discussed above. Also attached is a resolution authorizing the Mayor and City Manager to execute and renew the dental insurance contract with Delta Dental with a maximum 1985 City premium contribution of $11.30 per month. Adoption of both resolutions is recommended. 2 4) Effective with the January, 1985 installment, pay to the insurers from the funds of the City of $131.50 per month for family coverage to organization under contract with the City, and amount as established by the City in excess monthly- family contributions shall be the City shall a maximum sum any insuring an additional of the above paid for administrative, supervisory and management personnel. Nothing in this section, however, shall apply to positions represented by union contracts. 5) The appropriate officers are hereby authorized and directed to deduct the balance of any such premium from the compensation of any employee or officer and remit to the insurer under an approved contract the employee or officer share of any such premium, upon written authorization from such employee or officer so to do.
