A RESOLUTION OF FINDINGS REGARDING THE APPLICATION OF ELMER G.
NORDSTROM FOR A SPECIAL PERMIT UNDER SECTION 14-141(7) OF THE ST.
LOUIS PARK ZONING ORDINANCE CODE RELATING TO PERMIT AN OFFICE
ON PROPERTY LOCATED IN THE R-4, RESIDENTIAL DISTRICT, ALSO KNOWN
AS 3600 HUNTINGTON AVENUE SOUTH AND 4107 EXCELSIOR BOULEVARD.
BE IT RESOLVED BY THE CITY OF ST. LOUIS PARK:
Findings
1. On August 8, 1984, Elmer G. Nordstrom filed an application seeking a special
permit to permit an office on property located in the R-4 Residential District,
also known as 3600 Huntington Avenue South and 4107 Excelsior Boulevard for
the legal description as follows, to wit:
Lots 1,2 and that part of Lot 3 described as follows: commencing at
the most northerly corner of Lot 3; thence southwesterly 8 feet along
the northwesterly line thereof; thence southeasterly parallel with the
northeasterly line thereof to a line running from the most easterly
corner of Lot 3 to a point 11 feet southwesterly from the northeasterly
line thereof and 12 feet northwesterly from the southeasterly line
thereof; thence westerly along said line to last described point; thence
westerly to a point 17 feet northwesterly from the southeasterly line
thereof and 20 feet northeasterly of southwesterly line thereof; thence
southeasterly 17 feet to the southeasterly line of lot; thence
northeasterly to most easterly corner thereof; thence northwesterly
to beginning. Also that part of Lot 24 described as follows:
commencing at northeasterly corner of said lot 24; then southerly
along east line 28 5/10 feet measuring on chord; thence westerly to
southwest corner of Lot 2 of said Block; thence northerly to beginning.

2. On August 15, 1984, the Planning Commission delayed action until
acceptable, accurate plans were received.
3. On September 19, 1984, the Planning Commission recommended denial of
the special permit on a 7-0-1 vote.
4. On October 15, 1984, the City Council deferred the matter to November 5
to allow review of the new plan.
5. On November 5, 1984, the City Council deferred the matter to November 19.
6. On November
19, 1984,
the
City Council authorized preparation of a
Resolution of
Denial on
a 5-0
vote.
7. Based on the testimony, evidence presented, and files and records, the
City Council makes the following findings:
1) That the proposed plan does not provide the required amount of parking
as called for in Section 14-187 of the Zoning Ordinance.
2) The proposed parking layout is functionally inadequate in that minimum
drive aisle widths are not maintained throughout the parking lot.
3) The proposed conversion of residential property to commercial/office
use and the conversion of open space for parking purposes is
incompatible with adjacent low density residential uses.
4) The proposed plan and special permit request are not in harmony with
the general purposes and intent of the City's Zoning Ordinance and
the Comprehensive Plan.
CONCLUSION
The application for the special permit is denied based upon the findings set
forth above and on the grounds that conditions required for approval do not exist.
