RESOLUTION NO. 84-181
A RESOLUTION APPROVING AMENDMENTS TO THE COMPREHENSIVE
PLAN 1980 TO THE YEAR 2000 FOR THE CITY OF ST. LOUIS PARK
UNDER MINNESOTA STATUTES 462.351 TO 462.364
(Minnetonka Boulevard -Natchez, New Transit,
Regional Trail and Sewer Tables)
WHEREAS, the Comprehensive Plan 1980-2000 was adopted by the City Council
on March 5, 1984, and
WHEREAS, the Comprehensive Plan 1980-2000 provides the following:
1. An official statement serving as the basic guide in making land use,
transportation and community facilities and service decisions affecting
the city.
2. A framework for policies and actions leading to the improvement of the
physical, financial, and social environment of the city, thereby providing
a good place to live and work and a setting conducive for new development.
3. A promotion of the public interest in establishing a more functional,
healthful, interesting, and efficient community by serving the interest of
the community at large rather than the interests of individual or special
groups within the community if their interests are at variance with the
public interest.
4. An effective framework for direction and coordination of activities
affecting the development and preservation of the community.
5. Treatment of the entire community as one eco -system and to inject long-
range consideration into determinations affecting short-range action, and
WHEREAS, the use of such Comprehensive Plan insures a safer, more pleasant
and more economical environment for residential, commercial, industrial, and public
activities and will promote the public health, safety, and general welfare, and
WHEREAS, said Plan prepares the community for anticipated desirable change,
thereby bringing about significant savings in both private and public expenditures, and
WHEREAS, the Comprehensive Plan has taken due cognizance of the planning
activities of adjacent units of government, and
WHEREAS, the Comprehensive Plan 1980-2000 is to be periodically reviewed
by the Planning Commission of the City of St. Louis Park and amendments made, if
justified according to procedures, rules, and laws, and provided such amendments
would provide a positive result and are consistent with other provision in the
Comprehensive Plan, and
WHEREAS, the Planning Commission of the City of St. Louis Park adopted
amendments to the Comprehensive Plan on 'October 3, 1984, based on statutes, the
Metropolitan System Statement, extensive research, and analyses involving the
interests of citizens and public agencies,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of St.
Louis Park that the "Comprehensive Plan 1980 to the Year 2000" as previously
adopted by the Planning Commission and City Council is hereby amended in the
following locations:
1) South side of Minnetonka Boulevard from approximately 140 feet east of
Monterey to Natchez and south to the east -west alley and its extension
to the east. The land use for said area to be Residential -high density
instead of Residential -medium density.
2) Deletion of New Transit, Primary along the Burlington Northern Hutchinson
(Hopkins) spur.
BE IT FURTHER RESOLVED that the "Comprehensive Plan 1980 to the Year
2000" text be amended as follows:
1) By deletion of the last sentence on Page 8-27 and inserting the following,
"A second choice for alignment of new transit was along the Burlington
Northern Spur (abandoned in 1984); however, this designation no longer
appears necessary because right-of-way has been acquired by Hennepin
County Railroad Authority along the Chicago Northwestern right-of-way.
2) By deletion of the sentence on Page 9-8 "A regional trail is shown along
the alignment of Minnetonka Boulevard".
3) By modification of Table 3 and Table 4 on Page 13-5 as shown on Exhibit
A, attached hereto and dated October 3, 1984. And by modifying the
fifth paragraph in Column 1, Page 13-4 to read, "From 1973 to 1979, the
annual average flow has averaged 6,401,000 gpd. Adding the 804,439 gpd
from projected development to this, an average daily flow of 7,205,439
gpd is projected by the end of 1990:'
