. A RESOLUTION GRANTING PERMIT UNDER SECTION 14-156(8) OF THE
ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT
A VETERINARY ANIMAL HOSPITAL FOR PROPERTY LOCATED IN THE
B-2, GENERAL BUSINESS DISTRICT, AT 7916 MINNETONKA BOULEVARD
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. James R. Allen has made application to the City Council for a special permit
under Section 14-156(8) of the St. Louis Park Ordinance Code for the purpose of permitting
a veterinary animal hospital located at 7916 Minnetonka Boulevard for the legal description
as follows, to -wit:
Commencing at the southwest corner of Lot 7; thence east to southeast
corner thereof; thence north 89 5/10 feet; thence west 47 feet; thence
north 26 5/10 feet; thence west 20 5/10 feet; thence south 13 feet;
thence west 16 5/10 feet; thence south 30 feet; thence west 46 feet;
thence south 73 5/10 feet to beginning, exceot road "Texa-Tonka 5th
Addition" (Abstract)
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 84 -1 -SP) and the effect of the proposed veterinary animal
hospital on the health, safety and welfare of the occupants of the surrounding lands,
existing and anticipated traffic conditions, the effect on values of properties in the
surrounding area, the effect of the use on the Comprehensive Plan, and compliance with
the intent of the Zoning Ordinance.
3. The Council has determined that the proposed veterinary animal hospital will
not be detrimental to the health, safety, or general welfare of the community nor will
it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding
property values, and the proposed veterinary animal hospital is in harmony with the general
purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit a veterinary animal hospital at the location described is
granted based on the findings set forth above and subject to the following conditions:
1) The property shall be developed, used
with Exhibit A, Site Plan and Exhibit
by the sign policy below. (Exhibits

2) Signage for the animal hospital shall be located on the building faces
in general conformance with Exhibit B. Total signage allowed for the
animal hospital shall not exceed 60 sqaure feet on the south elevation and
40 square feet on the west elevation. Signage for the other two tenant
spaces shall be governed by the sign ordinance. Any future changes in
signage on these two tenant spaces shall be governed by the applicable
oridnances then in effect.
3) The underground gasoline tanks shall be removed.
4) All trash storage shall be inside the building.
5) A landscape plan acceptable to the Planning Department shall be submitted
prior to granting a building permit.
6) No commercial boarding of animals shall be permitted except for animals
held overnight for medical reasons.
7) All improvements to the property shall be completed by Oct. 15, 1984
or the date of occupancy, whichever occurs first.
