RESOLUTION AMENDING RESOLUTION NO.1155 ESTABLISHING THE
CITIZENS CABLE ADVISORY COMMISSION BY INCREASING
THE COMMISSION'S MEMBERSHIP TO INCLUDE A MEMBER
OF THE SCHOOL BOARD
WHEREAS, Section 9-722 of the Municipal Code establishes the Citizens Cable
Advisory Commission and delineates its purpose; and
WHEREAS, specific duties and responsibilities of the Citizens Cable Advisory
Commission should be established to guide the committee's operation; therefore,
BE IT RESOLVED by the City Council of the City of St. Louis Park that:
1. The following duties and responsibilities are hereby assigned to the
Citizens Cable Advisory Commission:
a. Provide a public forum for the expression of cable television
concerns of franchise subscribers and public and private cable
television users;
b. Promote and encourage the widest range of use of the City's
public access channels;
c. Encourage a diversity of programs and services to cable sub-
scribers throuqh a working relationship with the cable television
company that fosters an examination of new programs and services
and of changing community needs;
d. Oversee future interconnections with metropolitan communities;
e. Review proposed rate structures;
f. Monitor the day-to-day operations of the cable television system
as well as any experimentation that is done with new and specialized
cable services;
g. Make an annual report to the Council including the utilization of
public access channels, growth of the cable system, a review of
any plans presented by the franchiser to provide new services and
other pertinent information to be presented to the City Council
by November 1 of each year;
h. Assist in any evaluations of the cable television system that are
conducted during the term of the franchise or in anticipation of
refranchisinq; and
i. Perform other functions as needed to carry out these duties and
responsibilities as directed by the City Council.
2. The Citizens Cable Advisory Commission may be info nned of complaints
registered aqainst the cable television company, but at no time will
the Citizens Cable Advisory Connniss'ion mediate or arbitrate any such
complaints.
3. The Citizens Cable Advisory Commission will receive semi-annual financial
reports on the City's CATV Fund but will have no authority in budgeting
the use of revenues obtained through the franchise fee.
4. Membership of the Citizens Cable Advisory Commission will consist of
members as follows: seven members who are residents of St. Louis
Park to be appointed by the City Council; one member to be appointed
by the School Board; and three ex -officio members representing the
cable television company, City administration and the City Council.
The ninth member will be a representative of the youth of the City.
Such member shall be appointed as soon as practicable during the
month of June and commence service in September of that year, shall
attend all meetings, shall vote and shall be counted in determining
a quorum.
5. The seven regular members of the Citizens Cable Advisory Commission will
be appointed by the City Council to terms of three years expiring on
December 31, except that the original seven members will be appointed
to staggered terms as follows: two members to terms expiring December
31, 1983; three members to terms expiring December 31, 1984; and two
members to terms expiring on December 31, 1985.
6. The Citizens Cable Advisory Commission will elect its own officers,
provide its own rules and procedures and determine the date and time
of meetings. The Commission will meet at least four times each year.
