RESOLUTION NO, 7521
A RESOLUTION GRANTING PERMIT UNDER SECTIONS 14-123.100(2),
14-107(2), and 14-195(2) OF THE ST. LOUIS PARK ORDINANCE CODE
RELATING TO ZONING TO PERMIT AN INDUSTRIAL DEVELOPMENT
UNIT WITH TEN MINI -WAREHOUSE BUILDINGS IN A FLOOD PLAIN FOR
PROPERTY LOCATED IN THE I-1, INDUSTRIAL, AND F-2, FLOOD PLAIN
DISTRICTS, AT 3800 LOUISIANA AVENUE SOUTH
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Irwin Mandel Development Corporation has made application to the City
Council for a special permit under Sections 14-123.100(2), 14-107(2), and 14-195(2) of the
St. Louis Park Ordinance Code for the purpose of permitting an Industrial Development
Unit consisting of ten mini -warehouse buildings in a flood plain located at 3800 Louisiana
Avenue South for the legal description as follows, to -wit:
Part of Rex Avenue and part of Block 160, 161 and 57A, Rearrangement
of St. Louis Park (Abstract)
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 83 -95 -SP) and the effect of the proposed ten mini -warehouse
buildings on the health, safety and welfare of the occupants of the surrounding lands,
existing and anticipated traffic conditions, the effect on values of properties in the
surrounding area, the effect of the use on the Comprehensive Plan, and compliance with
the intent of the Zoning Ordinance.
3. The Council has determined that the proposed ten mini -warehouse buildings
will not be detrimental to the health, safety, or general welfare of the community nor will
it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding
property values, and the proposed ten mini -warehouse buildings is in harmony with the
general purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit an Industrial Development Unit consisting of ten mini -
warehouse buildings at the location described is granted based on the findings set forth
above and subject to the following conditions:
1. The site shall be developed, used and maintained in accordance
with Exhibit A, Site Plan and Exhibit B, Plans, Elevations
(Exhibits on file in the Planning Department at City Hall)
2. The lowest floor elevation of any structure shall be at or above
the flood protection elevation of 895.0 feet N.G.V.D.
3. The residential portion of the development shall be faced with
materials complying with the architectural control ordinance.
4. Development of the site shall be completed by May 15, 1985.
