RESOLUTION NO. 7520
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-124.101(2) OF
THE ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO
PERMIT A PRIVATE MUSIC AND DANCE SCHOOL IN THE BASEMENT
OF AN EXISTING STRUCTURE FOR PROPERTY LOCATED IN THE PUD,
PLANNED UNIT DEVELOPMENT DISTRICT, AT 4510 EXCELSIOR
BOULEVARD
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Kim Bloom has made application to the City Council for a special permit
under Section 14-124.101(2) of the St. Louis Park Ordinance Code for the purpose of
allowing a private music and dance school in the basement of an existing structure located
at 4510 Excelsior Boulevard for the legal description as follows, to -wit:
Lot 3 and the northwesterly 43.5 feet of northeasterly 6
feet of Lot 4 except State Highway Lots 3 and 4 "Minikanda
Vista 2nd Addition to Hennepin County" (Abstract)
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 83 -94 -SP) and the effect of the proposed private music
and dance school on the health, safety and welfare of the occupants of the surrounding
lands, existing and anticipated traffic conditions, the effect on values of properties in
the surrounding area, the effect of the use on the Comprehensive Plan, and compliance
with the intent of the Zoning Ordinance.
3. The Council has determined that the proposed private music and dance school
will not be detrimental to the health, safety, or general welfare of the community nor will
it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding
property values, and the proposed private music and dance school is in harmony with the
general purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit a private music and dance school in the basement of an
existing structure at the location described is granted based on the findings set forth
above and subject to the following conditions:
1. The use shall be established, used and maintained in accordance
with Exhibit A, Floor Plan (Exhibits on file in the Planning
Department at City Hall)
2. The owner agrees to pay a fair share cost of a municipal parking
ramp if such a facility is built in the immediate vicinity and is
of benefit to the subject property
3. All improvements shall be completed by May 15, 1984
