A RESOLUTION REPEALING RESOLUTION NO. 7048 and
ESTABLISHING THE COMMUNITY RELATIONS COMMISSION
AND DEFINING ITS DUTIES
WHEREAS, the Community Relations Commission was originally established by
Resolution No. 4913 on September 17, 1973, and re-established by Resolution
No. 7048 on January 28, 1982; and
WHEREAS, changes in the Commission's structure and duties are now needed to
reflect the actual work performed by and representation on the Commission;
therefore
BE IT RESOLVED by the City Council of the City of St. Louis Park, that:
1. Resolution No. 7048 be repealed. Resolution No. 7048 is hereby repealed.
2. Community Relations Commission Establi-shed. The Community Relations
Commission is established as an advisory committee to the City Council.
3. Membership. The Commission shall consist of 16 members as follows:
Eight members, two to be appointed from each ward; six members appointed
at -large; and two ex -officio members. The members shall be geographically
distributed among the neighborhoods in the wards, if at all possible.
4. Term. The 14 regular members of the Commission shall be appointed to
terms of three years each by the City Council. All terms shall expire
on December 31, and commissioners whose terms currently expire on
October 1 shall hereby be extended until December 31. Terms shall run
until a successor is appointed. The Council shall appoint a person to
complete the unexpired term. A member of the commission may be removed
with or without cause by the City Council. One ex -officio member shall
be a representative of the youth of the City and shall be appointed by
the City Council and serve a term of one year. Such member shall be
appointed as soon as practicable after the first day of June each year
and shall attend all meetings, shall vote and shall be counted in deter-
mining a quorum.
5. Organization. The Commission shall elect its own officers, provide its
own rules and procedures, determine the date and time of meetings and
upon whatever notice it deems best, call public hearings when necessary
and desirable.
6. Powers and Duties. The Commission shall:
a. Serve as a vehicle for neighborhood representation. It will act in
an advisory capacity to the City Council in all matters referred to
it by the Council or staff. The Commission will review municipal
projects and services such as: Community Development Block Grant
funding; regulatory ordinances; and similar subjects.
b. Serve as a forum for discussion to consider needs and concerns
indicated by individual neighborhood representatives and at -
large members.
c. Study and implement, with the approval of the City Council,
community programs such as: Cable Television Access, Sister
Cities program,
