A RESOLUTION GRANTING PERMIT UNDER SECTION 14-124.101 OF
THE ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO
PERMIT INTERIM PARKING FOR PROPERTY LOCATED IN THE PUD,
PLANNED UNIT DEVELOPMENT, DISTRICT AT 5000 EXCELSIOR
BOULEVARD
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. The St. Louis Park Medical Center Research Foundation has made application
to the City Council for a special permit under Section 14-124.101 of the St. Louis Park
Ordinance Code for the purpose of permitting interim parking located at 5000 Excelsior
Boulevard for the legal description as follows, to -wit:
All that part of the Northwest 1/4 of the Northwest 1/4 of
Section 7, Township 28, Range 24, described as follows:
Commencing at the Northwest corner of said Northwest 1/4
of the Northwest 1/4 of said Section 7; thence South along
the West line of said quarter -quarter, 443.71 feet; thence
East parallel with the North line of said quarter -quarter
to the East line of said quarter -quarter, which is the
actual point of beginning of the land to be described;
thence South along said East line to the center line of
Excelsior Road; thence Southwesterly along the center line
of said Excelsior Road 100 feet; thence North parallel
with said East line of said quarter -quarter to its inter-
section with the first above described parallel line;
thence East along said parallel line to the actual point
of beginning, except road, and situate in Hennepin County,
Minnesota. (Torrens)
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 83 -87 -SP) and the effect of the proposed interim parking
on the health, safety and welfare of the occupants of the surrounding lands, existing and
anticipated traffic conditions, the effect on values of properties in the surrounding area,
the effect of the use on the Comprehensive Plan, and compliance with the intent of the
Zoning Ordinance.
3. The Council has determined that the interim parking will not be detrimental
to the health, safety, or general welfare of the community nor will it cause serious traffic
congestion nor hazards, nor will it seriously depreciate surrounding property values, and
the proposed inteirm parking is in harmony with the general purpose and intent of the
Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit interim parking at the location described is granted based
on the findings set forth above and subject to the following conditions:
1. That the site be developed, used, and maintained in
accordance with Exhibit A, Site Plan, as modified by City
Development on October 15, 1983. (Exhibits are on file in
the Planning Department at City Hall)
2. That the use for interim parking be terminated on
December 31, 1985.
