RESOLUTION NO. 7457
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-124(2)(a) OF
THE ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO
PERMIT AN OFF-STREET PARKING LOT, AN AIR SUPPORTED
STRUCTURE OVER TENNIS COURTS, AND A WAREHOUSE BUILDING
FOR PROPERTY LOCATED IN THE DDD, DIVERSIFIED DEVELOPMENT
DISTRICT, AT 5329 CEDAR LAKE ROAD
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Normandale Tennis Clubs, Inc. has made application to the City Council for
a special permit under Section 14-124(2)(a) of the St. Louis Park Ordinance Code for the
purpose of permitting an off-street parking lot, an air supported structure over tennis
courts, and a warehouse building located at 5329 Cedar Lake Road for the legal description
as follows, to -wit:
That part of the northwest one-quarter lying east of the west forty
feet thereof and northerly of railroad right of way and southerly of new
County Road, 16
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 83 -70 -SP) and the effect of the proposed off-street parking
lot, an air supported structure over tennis courts, and a warehouse building on the health,
safety and welfare of the occupants of the surrounding lands, existing and anticipated
traffic conditions, the effect on values of properties in the surrounding area, the effect
of the use on the Comprehensive Plan, and compliance with the intent of the Zoning
Ordinance.
3. The Council has determined that the proposed off-street parking lot, an air
supported structure over tennis courts, and a warehouse building will not be detrimental
to the health, safety, or general welfare of the community nor will it cause serious traffic
congestion nor hazards, nor will it seriously depreciate surrounding property values, and
the proposed is in harmony with the general purpose and intent of the Zoning Ordinance
and the Comprehensive Plan.
Conclusion
The special permit to permit an off-street parking lot, an air supported structure over
tennis courts, and a warehouse building at the location described is granted based on the
findings set forth above and subject to the following conditions:
1. The site shall be developed, used and maintained in accordance with
Exhibit A, Site Plan; Exhibit B, Parking Plan; Exhibit C, Plans and
Elevations; and Exhbit D, Landscape Plan.
2. Thirty days prior to the expiration of the current lease, but no later
than December 31, 1986, the applicants shall submit a plan to the City
which demonstrates how the structure will be brought into compliance
with the architectural control ordinance and the achitectural control
provisions of the DDD regulations.
3. The use and operation of the air -supported structure shall be in
accordance with the Policy on Air -Supported Membrane Structures, City
of St. Louis Park.
4. All improvements shall be completed by May 30, 1984.
