RESOLUTION NO. 7431
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-123.100(2) OF
THE ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO
PERMIT CONSTRUCTION OF PARKING FACILITIES IN THE F-2, FLOOD
PLAIN DISTRICT, FOR PROPERTY LOCATED IN THE B-2, BUSINESS
DISTRICT, AT 6600 EXCELSIOR BOULEVARD
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. G & N Partnership has made application to the City Council for a special
permit under Section 14-123.100(2) of the St. Louis Park Ordinance Code for the purpose
of constructing parking facilities located at 6600 Excelsior Boulevard for the legal
description as follows, to -wit:
Lot 1 and that part of Lot 2 lying East of the Westerly 200 feet thereof,
Creek Terrace Addition (Torrens)
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 83 -38 -SP) and the effect of the proposed parking facilities
on the health, safety and welfare of the occupants of the surrounding lands, existing and
anticipated traffic conditions, the effect on values of properties in the surrounding area,
the effect of the use on the Comprehensive Plan, and compliance with the intent of the
Zoning Ordinance.
3. The Council has determined that the proposed parking facilities will not be
detrimental to the health, safety, or general welfare of the community nor will it cause
serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property
values, and the proposed parking facilities are in harmony with the general purpose and
intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit construction of parking facilities at the location described
is granted based on the findings set forth above and subject to the following conditions:
1. That the site plan for filling in the F-2, Flood Plain District,
including construction of the parking lot and ponding area
be as shown on Exhibit A, Site and Grading Plan, and that
the pond be maintained by the owners in a suitable condition
upon completion. (Exhibits on file at City Hall)
2. That an 'agreement be executed in a form suitable to the
City governing the construction, ownership and maintenance
of the 12" reinforced concrete pipe which extends from the
ponding area into the public area.
3. That the parking lot and ponding area be completed by May
15, 1984.
