LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT AN EIGHT UNIT TOWNHOUSE DEVELOPMENT FOR PROPERTY LOCATED IN THE R-4, MULTIPLE PAM/LT= RESIDENTIAL DISTRICT, AT 1352 HAMPSHIRE AVENUE SOUTH BE IT RESOLVED BY the City Council of the City of St. Louis Park: Findings 1. Steve Grohoski has made application to the City Council for a special permit under Section 14-141(9) of the St. Louis Park Ordinance Code for the purpose of constructing an eight unit townhouse development located at 1352 Hampshire Avenue South for the legal description as follows, to -wit: Lots 9, 10 and 11, Richmond Addition 2. The City Council has considered the advice and recommendation of the Planning Commission (Case No. 83 -37 -SP) and the effect of the proposed eight unit townhouse development on the health, safety and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area, the effect of the use on the Comprehensive Plan, and compliance with the intent of the Zoning Ordinance. 3. The Council has determined that the proposed eight unit townhouse development will not be detrimental to the health, safety, or general welfare of the community nor will it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property values, and the proposed eight unit townhouse development is in harmony with the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan. Conclusion The special permit to permit an eight unit townhouse development ac the location described is granted based on the findings set forth above and subject to the following conditions: 1. The site be constructed, used and maintained in accordance with Exhibit A, Site Plan; Exhibit B, Roof Plan, Lower Level Plan; Exhibit C, Upper floor Plan and Main Floor; Exhibit D, Section/View at Courtyard and Front Elevation; Exhibit E, Rear Elevation and Side Elevation; and Exhibit F, Landscape Plan except as modified by the following. (Exhibits on file at City Hall) 2. The open space in front be extended 2.75 feet to the north and south providing at least 85.5 lineal feet of open space to meet ordinance requirements and to improve the driveway design. 3. The drive and paved area shall have a poured -in-place concrete curb extending 6 inches above and below the grade. 4. Utilities to the units shall be placed underground. 5. Driveway and utility connections be done according to City specifications. 6. The City is not under any obligation to allow or retain on -street parking. 7. All improvements including building, paving, curbing, walks, landscaping and other elements as shown on the exhibits be completed by October 15, 1984.
