RESOLUTION NO.
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-195 AND 14-
146 OF THE ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING
TO PERMIT A 99 UNIT APARTMENT DEVELOPMENT FOR PROPERTY
LOCATED IN THE R -B, RESIDENTIAL BUSINESS DISTRICT, at 9925-35-
45 BETTY CROCKER DRIVE
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Duraps, Inc. has made application to the City Council for a special permit
under Section 14-195 and 14-146 of the St. Louis Park Ordinance Code for the purpose
of constructing a 99 unit apartment development located at 9925-35-45 Betty Crocker
Drive for the legal description as follows, to -wit:
Lot 2, Block 3, Shelard Park
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 83 -6 -SP) and the effect of the proposed 99 unit apartment
development on the health, safety and welfare of the occupants of the surrounding lands,
existing and anticipated traffic conditions, the effect on values of., properties in the
surrounding area, the effect of the use on the Comprehensive Plan, and compliance with
the intent of the Zoning Ordinance.
3. The Council has determined that the proposed 99 unit apartment development
will not be detrimental to the health, safety, or general welfare of the'community nor will
it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding
property values, and the proposed 99 unit apartment development is in harmony with the
general purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
C onclusion
The special permit to permit construction of a 99 unit apartment development at the
location described is granted based on the findings set forth above and subject to the
following conditions:
1. That the site be developed, used and maintained in
accordance with Exhibit A, Site Plan; Exhibit B, Grading
and Erosion Control; Exhibit C, Utility Plan; Exhibit D,
Floor Plans for Building 1, 2, and 3; Exhibit E, South
Elevation; Exhibit F, East Elevation; Exhibit G, North
Elevation; Exhibit H, West Elevation; and Exhibit. I,
Landscape Plan except as modified by the conditions which
follow. (Exhibits on file at City Hall)
2. The entrance drives be at least 20' wide.

3. That land for the 13 parking spaces be deeded or a perpetual
easement be assigned to Coach Homes I.
4. That prior to construction, approval be obtained from the
Bassett Creek Flood Control Commission if required.
5. That the applicant execute any agreement, if necessary, with
the City in connection with implementation of the storm sewer
system modifications and be responsible for undertaking any
correction work or new work assignable to the subject property
or abutting property which may be the responsibility of the
applicant.
6. That all signage be in accordance with the Sign Policy for
Shelard Park.
7. That the hydrant locations be adjusted according to Fire
Department specifications.
8. That all improvements including buildings, roadways, parking,
garages, parking lots, amenities, landscaping, ponding and
utility work be completed by October 15, 1984.
