RESOLUTION NO. 7341
A RESOLUTION GRANTING PERMIT UNDER SECTIONS 14-131(1), 14-
170(1), and 14-123.100 OF THE ST. LOUIS PARK ORDINANCE CODE
RELATING TO ZONING TO PERMIT CONSTRUCTION OF AN
ELECTRICAL DISTRIBUTION SUBSTATION FOR PROPERTY LOCATED
IN AN R-2, I-1, and F-2, FLOOD PLAIN DISTRICT, AT 2201 EDGEWOOD
AVENUE SOUTH
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Northern States Power Company has made application to the City Council for
a special permit under Sections 14-131(1), 14-170(1), nd 14-123.100 of the St. Louis Park
Ordinance Code for the purpose of constructing an electrical distribution substation
located at 2201 Edgewood Avenue South for the legal description as follows, to -wit:
Tract A, Registered Land Survey No. 916, files of the Registrar of
Titles, County of Hennepin except that part thereofwhich lies south of
a line parallel with and 451.51 feet north of the south line of said
Tract A
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 83 -8 -SP) and the effect of the proposed electricalsubstation
on the health, safety and welfare of the occupants of the surrounding lands, existing
and anticipated traffic conditions, the effect on values of properties in the surrounding
area, the effect of the use on the Comprehensive Plan, and compliance with the intent
of the Zoning Ordinance.
3. The Council has determined that the proposed electrical substation will not
be detrimental to the health, safety, or general welfare of the community nor will it
cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding
property values, and the proposed electrical substation is in harmony. with the. general
purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
C onclusion
The special permit to permit construction of an electrical substation at the location
described is granted based on the findings set forth above and subject to the following
conditions:
1. That the site be developed, used and maintained in accordance
with Exhibit A, Proposed Location Plan; Exhibit B, Proposed Grading
and Drainage Layout
2 That all landscaping, as shown on the plan, shall be planted by
May 15, 1983 and prior to commencement of grading or construction
of the substation yard with the exception of the trees along the
south property line which will be planted after the drainage work
is done.
3. That all required utility work, as shown on the approved exhibit,
shall be completed prior to constructing the control house.
4. That the driveway cut must be constructed in accordance with the
City specifications.
5. That the elevation of the floor in the control structure and the
top of the transformer pads be at or above the flood protection
elevation of 884 NGVD.
6. That all fencing, and the curb cut shall be completed prior to
operation of the substation.
7. That all equipment and operations to the substation must comply
with the Noise Ordinance of the City of St. Louis Park.
