LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT THE PLACEMENT OF APPROXIMATELY 1,000 CUBIC YARDS OF FILL FOR PROPERTY LOCATED IN THE I-1, INDUSTRIAL DISTRICT, AND F-2, FLOODPLAIN DISTRICT, AT 7115 WEST LAKE STREET BE IT RESOLVED BY the City Council of the City of St. Louis Park: Findings 1. Cardinal IG Company has made application to the City Council for a special permit under Section 14-123.100(2) of the St. Louis Park Ordinance Code for the purpose of placing approximately 1,000 cubic yards of fill located at 7115 West Lake Street for the legal description as follows, to -wit: That part of Lot 2 lying northerly of the easterly extension of the southerly line of Lot 10 to the easterly line of said Lot 2 and Lots 3-10 inclusive and Lots 22-33 inclusive, all in Block 162, Rearrangement of St. Louis Park, except street and railroad right of way 2. The City Council has considered the advice and recommendation of the Planning Commission (Case No. 82 -92 -SP) and the effect of the proposed placement of fill on the health, safety and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area, the effect of the use on the Comprehensive Plan, and compliance with the intent of the Zoning Ordinance. 3. The Council has determined that the proposed placement of approximately 1,000 cubic yards of fill will not be detrimental to the health, safety, or general welfare of the community nor will it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property values, and the proposed placement of fill is in harmony with the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan. Conclusion The special permit to permit the placement of approximately 1,000 cubic yards of fill at the location described is granted based on the findings set forth above and subject to the following conditions: 1. That the fill be placed and maintained in accordance with Exhibit A, Survey for Cardinal Insulated Glass Co. dated November 18, 1982. The applicant shall apply for a permit from the Minnehaha Creek Watershed District by January 2, 1983. 4. The special permit is subject to approval by the Watershed District.
