A RESOLUTION GRANTING PERMIT UNDER SECTION
14-124 OF THE ST. LOUIS PARK ORDINANCE CODE
RELATING TO ZONING TO PERMIT A 120 UNIT
CONDOMINIUM FOR PROPERTY LOCATED IN THE DDD,
DIVERSIFIED DEVELOPMENT DISTRICT, AT 2100-2190
RIDGE DRIVE
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Darrel A. Farr Development Coirporation has made application to the City
Council for a special permit under Section 14-124 of the St. Louis Park Ordinance
Code for the purpose of constructing a 120 unit condominium located at 2100-2190
Ridge Drive for the legal description as follows, to -wit:
Lot 1, Block 1, Farrs Sunset Ridge 2nd Addition
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 82 -78 -SP) and the effect of the proposed 120 unit
condominium on the health, safety and welfare of the occupants of the surrounding
lands, existing and anticipated traffic conditions, the effect on values of properties in
the surrounding area, the effect of the use on the Comprehensive Plan, and compliance
with the intent of the Zoning Ordinance.
3. The Council has determined that the proposed 120 unit condominium will not
be detrimental to the health, safety, or general welfare of the community nor will it
cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding
property values, and the proposed 120 unit condominium is in harmony with the general
purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit a 120 unit condominium at the location described is
granted based on the findings set forth above and subject to the following conditions:
1. That the site be developed, used, and maintained in accordance with
Exhibit A, Site Plan, Phase 2; Exhibit B, Elevation Plan (East
Elevation, West Elevation); Exhibit C, Front/Rear Elevation and Side
Elevation; Exhibit D, General First Floor Plan; Exhibit E, General
Second Floor Plan; Exhibit F, General Third Floor Plan; Exhibit G,
Utility Plan, all as revised by City Development on October 15, 1982.
2. That all trash be stored and contained within the parking ramp.
3. That there be a minimum of 180 parking spaces within the parking
ramp, all with complete access to the circulation system.
4. That all access drives or ramps to or from the parking structure
greater than 7% be heated to provide suitable access and snow/ice-
free conditions during the winter.
5. That the pedestrian way along the westerly side of the subject
property and abutting properties in Sunset Ridge be constructed as
contained on the original approved plan.
6. That bike storage and related storage necessary for the occupants
or maintenance of the property be included in the parking structure.
7. That the emergency access lanes be an all-weather surface of asphalt
or grasscrete.
8. That all curbing on the property be poured -in-place and measuring
at least six inches above grade.
9. That all construction including roadway improvements, curbing,
landscaping, buildings, and pathways (including the pathway along
the western edge of the entire Sunset Ridge) be completed by
October 15, 1983.
