HomeMy WebLinkAbout7095 - ADMIN Resolution - City Council - 1982/04/05r April 5, 1982 8j RESOLUTION NO. 7095 RESOLUTION ON THE -STATUS OF THE WEST 36TH STREET/TRUNK HIGHWAY 100 INTERCHANGE PROJECT WHEREAS, in 1978 the City of St. Louis Park, which was designated_ the: lead agency on the project by the Minnesota Department of Transportation (MnDOT),_ began preliminary design work on the interchange,at West 36th Street and Trunk Highway 100; and WHEREAS, substantial effort has been expended over the last four years by local officials on this- important highway improvement project,which was assured of Interstate Substitution funding through the Federal government because of the_ project's superior priority ranking; and WHEREAS, the project is in the final design stage with right-of-way acquisition imminent leading to award of a construction contract in 1983; and WHEREAS, based on direction from the Transportation Advisory Board to -the Transportation Advisory Committee, rankings were developed for the first four-, priority projects when it became apparent that the estimated costs of the proposed projects exceeded the balance of -Federal Aid Interstate Substitution Funds allocated to the State of Minnesota; and WHEREAS, the Metropolitan Council subcommittee evaluation process- resulted 1111 in the West 36th Street/Trunk Highway 100 project being -ranked fourth, virtually assuring an indefinite postponement in the current planning efforts; and WHEREAS, said project would eliminate -a major traffic bottleneck on Trunk Highway 100 which handles- approximately 80,000 vehicles per day and has been classified as the most hazardous freeway interchange in the Twin Cities Metropolitan Area; and WHEREAS, the City Council of St. Louis Park strongly believes that:in the best interest of Metropolitan Area taxpayers and motor vehicle operators, the Metropolitan Council should reconsider rankings assigned to the projects to allow West 36th Street/Trunk Highway 100 -interchange project to continue - on its present schedule and be funded through the Federal Aid Interstate Substitution funding program, NOW, THEREFORE, BE IT RESOLVED that the City Council of St.Louis Park supports the attempt of the Metropolitan Council to reduce the costs of the first four priority projects and hereby approves the design alternative for the West 36th Street/Trunk Highway 100 interchange -reviewed at the April 5-, 1982 City Council. meeting. BE -IT FURTHER RESOLVED THAT the City Council is willing to commit l-ocal funds to purchase right-of-way without State -or Federal assistance provided the. following conditions exist: (1) The City is given reasonable assurance that the West 36th Street/ Trunk Highway 100 project is able to proceed along the current time line with construction commencing in 1983. (2) Design -revisions described' in the attached alternative-are-acceptable- r (3) Attest: to the appropriate officials of the Minnesota Department of Transportation. The construction costs for the West 36th Street/Trunk Highway 100 project are funded through the Federal Aid Interstate Substitution Funds and MnDOT Trunk Highway Funds.
