A RESOLUTION AMENDING RESOLUTION NO. 6670 ADOPTED OCTOBER 6, 1980
GRANTING PERMIT UNDER SECTION 14-124.100 OF THE ST. LOUIS PARK
ORDINANCE CODE RELATING TO ZONING TO PERMIT A DRIVE-IN BANKING
FACILITY FOR PROPERTY LOCATED IN THE PUD, PLANNED UNIT DEVELOPMENT
DISTRICT, AT 3601 PARK CENTER BOULEVARD
BE IT RESOLVED BY the City Council of St. Louis Park:
Findings
1. Midland National Bank of Minneapolis has made application to
the City Council for a special permit under Section 14-124.100 of the
St. Louis Park Ordinance Code for the purpose of constructing and operating
a drive-in banking facility on property located at 3601 Park Center Boule-
vard for the legal description as follows, to -wit:
Lot 1, Block 2, Park Center
2. The City Council has considered the advice and recommendation of
the Planning Commission (Cases 80 -75 -SP and 82 -3 -SP) and the effect of the
proposed drive-in bank on the health, safety, and welfare of the occupants
of the surrounding lands, existing and anticipated traffic conditions,
the effect on values of pNoperties in the surrounding area, the effect
of the use on the Comprehensive Plan, and compliance with the intent of
the Zoning Ordinance.
3. The Council has determined that the proposed drive-in bank
will not be detrimental to the health, safety, and general welfare of
the community nor will it cause serious traffic congestion nor hazards,
nor will it seriously depreciate surrounding property values, and the
proposed drive-in banking facility is in harmony with the general
purpose and intent of the Zoning Ordinance and the Comprehensive Plan. _
Conclusion
The special permit to permit a drive-in banking facility at the location
described is granted based on the findings set forth above and subject to
the following conditions:
1. Khat the site be developed, used and maintained
in accordance with Exhibit A, Site Plan; Exhibit B,
Floor Plan; and Exhibit C, Elevation Plan, except
that the northwest corner, measuring twenty feet
by four feet, of the drive-in bank may be modified
as provided on Exhibit D and Exhibit E, Elevations,
except the owner or owner's representative can, at
their option, modify the site in accordance with the
following exhibits: Exhibit D, Site Plan (Partial),
which allows the extension of a new walkway into the
west parking lot and the loss of approximately two
spaces; Exhibit E, Floor Plan, which allows the
construction of an entrance on the west wall of the
building; Exhibit F, Elevations, which allows for
expansion of first floor windows on the south and
west sides of the building and a nameplate sign
mounted at the west entry to conssit of not more
than 21 square feet.

2. Joint access at the south end of the property is
required and upon approval of joint access plans by the
City, said exhibit shall be modified and construction
shall take place as required consistent with said plans
for joint access.
3. All outside lighting shall be directed perpendicular to
the ground.
4. All work including buildings, landscapipg,,and sidewalk
shall be completed by October 15, 1981 except as pro-
vided for in Condition No. 2.
5. 'Approval is subject to approval by the Housing and
Redevelopment Authority.
