RESOLUTION NO. 7038
RESOLUTION APPROVING FINAL PLANS FOR THE HENNEPIN COUNTY STATE AID
HIGHWAY 18/TRUNK HIGHWAY 7 INTERCHANGE AND THE HENNEPIN COUNTY STATE
AID HIGHWAY 18/WEST 36TH STREET INTERCHANGE, AND APPROVING A TEMPORARY
EASEMENT REQUESTED BY HENNEPIN COUNTY
WHEREAS, the Hennepin County Department of Public Works has prepared final
plans for the improvement of CSAH 18, including Minnetonka Boulevard to Trunk Highway 7
in St. Louis Park,and said plans are designated as Layout No. 16a, Hennepin County
Project No. 7227 (S.P. 27-618-31); and
WHEREAS, copies of said final plans as so marked, labeled, and identified
are on file in the office of the City of St. Louis Park's City Clerk and the Hennepin
County Department of Public Works; and
WHEREAS, the City Council adopted Resolution No. 5927 on December 19, 1977
approving Layout No. 16a, subject to three conditions; and
WHEREAS, Layout No. 16a has been modified to address the three conditions
in Resolution No. 5927; and
WHEREAS, a detailed review of the final plans as presented for this project has
been made and additional conditions to approval have been developed; and
WHEREAS, a temporary construction slope easement abutting CSAH 18 on the
west, as shown by the green area on the attached sketch, has been requested by
Hennepin County.
NOW, THEREFORE, BE IT RESOLVED that: 1. The City Council of the City of St.
Louis Park hereby approves the final plans labled Layout No. 16a for Hennepin County
Project No. 7227 and authorizes Hennepin County to commence acquisition of the necessary
right-of-way subject to the additional conditions set forth below and shown on the
attached drawing:
a. That the pedestrian system to be provided along the south side
of West 36th Street over CSAH 18 include a Jersey barrier between
the roadway and the pedestrian system, and that the previously approved
8 -foot pathway be reduced to five feet and separated from the roadway
by a distance of five feet to provide a better safety condition for
pedestrian traffic.
b. That street lighting be extended on West 36th Street from the
Minneapolis, Northfield and Southern Railroad west to the entrance
to the Amhurst Development to provide continuous lighting from Texas
Avenue to the Amhurst Development on West 36th Street.
c. That Hennepin County build a temporary by-pass parallel to West
36th Street during the construction of the Highway 18 ingress and egress.
d. That the proposed storm sewer, which originally was to be directed
from CSAH 18 southeast through the property immediately adjacent to West
36th Street, be relocated in such a manner that storm drainage is directed
northwest to the proposed open drainage channel on the west side of CSAH 18
leading into Minnehaha Creek.
2. A temporary construction slope easement is hereby approved and shall be
limited to the area described below and said easement shall terminate on
December 31, 1984:
Beginning 20 feet north of a point 20 feet east of the southwest
corner of the Northwest Quarter of Section 18, Township 117, Range 21;
thence east 128 feet; thence north 666 feet to center of Minnehaha
Creek;. thence westerly along creek to a point 20 feet east of west
line of said Section 18; thence south to beginning except highway,
which lies northeasterly of the following described line:
Beginning at a point on the east line of above described tract distant
210 feet northerly of the southeast corner thereof; thence run north-
westerly at an angle of 450 with said east line for a distance of 77
feet; thence deflect right at an angle of 20° for a distance of 220
feet and there terminating. (See attached sketch, area colored in green)
3. The City of St. Louis Park shall provide signing and enforcement for the
prohibition of on -street parking on one side of that portion of West 36th Street
included as part of the construction of said Hennepin County Project No. 7227
(S.P. 27-618-31).
