RESOLUTION NO. 6947
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-124.101 OF THE
ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT
CONSTRUCTION OF UP TO 67 TOWNHOUSE UNITS FOR PROPERTY LOCATED
IN THE PUD, PLANNED UNIT DEVELOPMENT DISTRICT, AT THE TERMINUS
OF OAK PARK VILLAGE DRIVE
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Parkhome Developers, Inc. have made application to the City Council
for a special permit under Section 14-124.101 of the St. Louis Park Ordinance
Code for the purpose of constructing up to 67 townhouse units located at
the terminus of Oak Park Village Drive for the legal description as follows,
to -wit:
tot 1, Block 1, Oak Park Village
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 81 -77 -SP) and the effect of the p-oposed townhouse
units on the health, safety, and welfare of the occupants of the surrounding
lands, existing and anticipated traffic conditions, the effect on values of
properties in the surrounding area,the effect of the use on the Comprehensive
Plan, and compliance with the intent of the Zoning Ordinance.
3. The Council has determined that the proposed townhouse units will not
be detrimental to'the health, safety or general welfare of the community nor
will it cause serious traffic congestion nor hazards, nor will it seriously
depreciate surrounding property values, and the proposed townhouse units are
in harmony with the general purpose and intent of the Zoning Ordinance and
the Comprehensive Plan.
Conclusion
The special permit to permit construction of up to 67 townhouse units at the
location described is granted based on the findings set forth above and subject
to the following conditions:
1. That the site be developed, used and maintained in
accordance with Exhibit A, Site Plan; Exhibit B,
Landscape Plan; and Exhibit C, Elevation' Plan, .
subject to the conditions which follow.
2. That Oak Park Village Drive be extended as a public
right of way as shown on said plans and that all
improvements including roadway, sanitary sewer,
storm sewer, water, hydrants, boulevard sodding
and street trees, street lighting, and sidewalk ,
and trails be installed in accordance with City
plans and specifications.
3. That all utilities including those items stated
above and also including telephone, electrical
service, cable t.v. and any other similar utilities
be placed underground.
4. That no more than 67 units be constructed on the
site; however, units at the southeast corner need
not be constructed if conditions related to marketa-
bility, soil excavation or piling prevent such
development in which case said property shall
become the responsibility of the developer and
the developer's successors and assigns including
any homeowner's association to be established.
5. That Exhibit C, Elevation Plan, requires the
exterior materials to be redwood with brick for
fireplace chimneys allowing, however, expansion
or widening of the chimneys and inclusion of a
separate entry for the end units and additional
windows -where suitable and minor expansion of the
units including the addition of skylights and/or
balconies as dictated by the developer and market
factors. ---
6. That all trash shall be kept within the units and/or
garages and not stored outside.
7. Outside faucets for watering private space including
driveway dividers and yard space immediately around
the units and common open space shall be provided
with at least one for each island area and at least
one for each back side of the unit.
8. A pathway extending from the roadway to the southeast
corner of the property shall be eight feet wide and
designed to accommodate a fire truck. Said pathway
and any other pathway extending to the park -system
shall be extended by the developer to the existing
pathway in the park and open space area.
9. The developer and developer's successors and assigns
including the homeowner's association shall ber'
responsible for planting and maintaining the landscape
island at the entry area and including any decorative
sign allowed thereon.

10. All improvements including buildings, landscaping,
utilities, roadways, street trees, lighting, pathways,
and other features as shown on the exhibits shall be
completed by May 15, 1983.
