A RESOLUTION GRANTING PERMIT'UNDER SECTION 14-136(4) OF THE
ST- LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT
THE. CONSTRUCTION OF TWENTY UNITS OF CLUSTER HOUSING FOR
PROPERTY LOCATED IN THE.R-3, TWO FAMILYRESIDENCE DISTIRCT,
AT 2601-2651 ZARTHAN AND 5822 AND 5824=W. 27TH STREET:

BE• IT -RESOLVED - BY the City Council of the City of St Lours - Park:
Findings
1. Shamrock Builders has made applicatiowto the City Council fora special -
permit.under--Section,14-136(4) of the St: Louis Park Ordinance Code for the purpose
of constructing twenty units of cluster housing located at'2601-2651 Zarthan and'
5822_and 5824 W. 27th Street for the legal description as follows, to -wit:-.
Lots 1 through 12; Block 1, Shamrock Addition and
Lot ?;.Block 2, Meadow Tree, according to the plats
thereof "on file or of "record in the office of the
Registrar in and for said County.

2. The City Council has considered the advice and recommendation of the
Planning Commission,(Case No. 81 -74 -SP) and the effect of the proposed twenty
units of cluster housing on the health, safety and welfare of the occupants
of -the surrounding lands, existing and anticipated traffic conditions, the=_
effect_on values _of properties in the=surrounding area, the effect of the_use
on the Comprehensive Plan and compliance with the intent of the. Zoning Ordinance.
3. The Council has determined that the twenty units of cluster housing will
not be detrimental to the health, safety or general welfare of the-community'nor
will it cause -serious traffic congestion nor hazards; nor will it seriously
depreciate surrounding property values, and the proposed cluster housing -units
are in harmony with the general purpose and intent of the Zoning Ordinance and_
the Comprehensive -Plan.
Conclusion
The special permit to permit twenty units -of cluster housing'at the location -
described is granted based on the findings set forth above and subject`to the
following conditions:
1:- That the site be developed, -used and maintained in -accordance
wi-th,Exhibit.A; Site Plan; Exhibit B, Landscape P1 -an, provided: -
however said exhibits_are intended to reflect minimums with
respect to the amount of landscaping and general, building
configuration without preventing the addition of'bay windows,
other architectural features or'expansion which would otherwise
be consistent with the City's code:
2. That all buildings, landscaping, surfacing and the like be completed
by October 15, 1982.
