A RESOLUTION AMENDING RESOLUTION NO. 6092 GRANTING PERMIT UNDER
SECTION 14-124 OF THE ST. LOUIS PARK ORDINANCE CODE RELATING TO
ZONING TO PERMIT A BANK/OFFICE BUILDING FOR PROPERTY LOCATED IN
THE DDD, DIVERSIFIED DEVELOPMENT DISTRICT, AT THE SOUTHEAST
CORNER OF VERNON AVENUE AND HIGHWAY 12.
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Park National Bank has made application to the City Council for
a special permit under Section 14-124 of the St. Louis Park Ordinance Code
for the purpose of providing a bank/office building for property located
at the southeast corner of Vernon Avenue and Highway 12 for the legal
description as follows, to -wit: r
Parcel 1
The West 190 feet of that part of the Northwest Quarter of the
Southwest Quarter lying East of the West 40 feet and North of
a line bearing North 88°, 29', 58" East from a point in the
West line of the Northwest Quarter of the Southwest Quarter
distant 268.05 feet South of the Northwest corner of said
Northwest Quarter of the Southwest Quarter, Section 30, Town-
ship 29, Range 24.
For purpose of this description the West line of said Northwest
Quarter of the Southwest Quarter is assumed to bear due North
and South.
Parcel 11
That part of the Northwest 1/4 of the Southwest 1/4 lying West
of the East 20.87 acres thereof, except the West 40 feet, of
said tract, in Section 30, Township 29, Range 24, hereinafter'
called "the above described property", lying North of the
following described line: Commencing at the Southeast corner
of the above described property; thence North along the East
line of the above described property 705.21 feet to the point
of beginning of the line to be described; thence at a right
angle West to the West line of the above described property
and there terminating, except the South 76.46 feet thereof and
except that part of the West 190 feet of the above described pro-
perty lying North of a line bearing North 88°, 29', 58" East from
a point in the West line of said Northwest 1/4 of the Southwest
1/4, distant 268.05 feet South of the Northwest corner of said
Northwest 1/4 of the Southwest 1/4.
For purpose of this description, the West line of said Northwest
1/4 of the Southwest 1/4 is assumed to bear due North and South.
This permit does include land acquired for the detachment of the frontage
road.
2. The City Council has considered the advice and recommendation of
the Planning Commission (Case No. 78 -73 -DDD) and the effect of the proposed
bank/office building on the health, safety and welfare of the occupants of
the surrounding lands, existing and anticipated traffic conditions, the
effect on values of properties in the surrounding area, the effect of the
use on the Comprehensive Plan, and compliance with the intent of the Zoning
Ordinance.
3. The Council has determined that the proposed bank/office building
will not be detrimental to the health, safety, or general welfare of the
community nor will it cause serious traffic congestion nor hazards, nor
will it seriously depreciate surrounding property values, and the proposed
bank/office building is in harmony with the general purpose and intent of
the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit a bank/office building at the location described
is granted based on the findings set forth above and subject,to the following
conditions:
1. The site shall be developed, used, and maintained in accordance
with Exhibit A, Site Plan; Exhibit 8, Elevation Plans; and
Exhibit C, Landscape Plan. Plans, which are acceptable to
the City, for a supplemental watering system or irrigation
system to serve the landscape areas must be submitted prior
to December 30, 1978.
2. All improvements, including building construction, landscaping,
curbing, paving, parking lot striping, and lighting shall be
completed by October 1, 1979.
3. Permit is conditioned on the applicant and the City completing
the acquisition of right of way for the detachment of the
frontage road prior to issuance of a construction permit.
4. Landscaping shall be provided in accordance with the
revised landscape plan labelled Exhibit C-1, Landscape
Plan.
