LOUIS PARK CITY COUNCIL REQUESTING THE STATE LEGISLATURE MANDATETHATTHE STATE DEPARTMENT OF HEALTH LICENSE AND ISSUE CERTIFICATES OF NEED FOR HOME HEALTH CARE PROVIDERS WHEREAS, on July 1, 1981 the Federal government will permit any nurse or group of nurses to become a home, health care agency and be eligible for Medicare and Medicaid reimbursement payments, and WHEREAS, the unregulated proliferation of home health care agencies could create an environment which would not be in the best interests of consumers of home health care, and WHEREAS, the providers of home health care services shouldmeet certain minimum qualifications, and WHEREAS, home health care should be relatively standard throughout the State of Minnesota, and WHEREAS, some home health care providers provide their service in more than one county, and WHEREAS, the health and welfare of the citizens of St. Louis Park would be better protected if home health care providers were licensed; THEREFORE, BE IT RESOLVED, that the City of St. Louis Park requests that the Minnesota Legislature mandate that the Minnesota Department of Health institute licensing procedures for home health care providers in the State of Minnesota, and that the Minnesota Department of Health institute mechanisms for developing certificates of need for home health care areas in the State.
