HomeMy WebLinkAbout6735 - ADMIN Resolution - City Council - 1980/12/15r r December 15, 1980 RESOLUTION NO. 6735 A RESOLUTION REQUESTING THE MWCC TO REQUEST A SECOND AMENDMENT TO THE FEDERAL PROGRAM FOR INFILTRATION/ INFLOW STUDIES WHEREAS, the Metropolitan Waste Control Commission (MWCC) published on July 7, 1978 the Infiltration/Inflow Assessment Report which is part of Stage I, an I/I Assessment of the 60 communities whose sewers are tributary to the MWCC's Metro Treatment Plant in St. Paul, and WHEREAS, the MWCC subsequently published an Infiltration/Inflow Assessment Supplemental Report dated May, 1979 and an Infiltration/Inflow Assessment Supplemental Report No. 2, Municipal Interviews, dated September, 1980, and WHEREAS, the MWCC has determined that the City of St. Louis Park has excessive infiltrAtion in its sanitary sewer system, and WHEREAS, St. Louis Park has been classified as a Category II City and is eligible to enter into Stage II of the Infiltration/Inflow analysis study, and WHEREAS, this study is intended to more accurately determine whether or not a community has excessive I/I, and WHEREAS, federal funds have been made available for the Category I cities on a 90% Federal/ 10% City -matching basis but not for Category II cities, and WHEREAS, the City of St. Louis Park is experiencing excessively increasing sanitary sewer operation costs possibly as a partial result of excessive I/I, and WHEREAS, the City of St. Louis Park has provided matching local funds in its operating budget for 1981 for the completion of the I/I study; NOW, THEREFORE, BE IT RESOLVED that the City Council of St. Louis Park urges the MWCC Board to request a 2nd amendment to the federal program for Infiltration/Inflow Studies for additional federal funds to accommodate Category II cities, specifically St. Louis Park.
