RESOLUTION NO. 6699
A RESOLUTION AMENDING RESOLUTION 6608 GRANTING PERMIT UNDER
SECTION 14-156 AND 14-123.100(2) OF TI -IE ST. LOUIS PARK ORDI-
NANCE CODE RELATING TO ZONING TO PERMIT A DRIVE-IN FACILITY
LOCATED IN THE F-2, FLOOD PLAIN, AND B-2, GENERAL BUSINESS
DISTRICTS, AT 3650 AND 3670 AQUILA AVENUE
BE IT RESOLVED BY the City Council of St. Louis Park:
Findings
1. General Growth and Development Corporation has made application to
the City Council for a special permit under Section 14-156 and 14.123.100(2)
of the St. Louis Park Ordinance Code for the purpose of building a drive-in
and commercial facility on property located at 3650 and 3670 Aquila Avenue
in the F-2 District for the legal description as follows, to -wit:
Lots 1 and 2, Block 1, Knollwood Mall First Addition
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 80 -84 -SP) and the effect of the proposed drive-
in facility on the health, safety, and welfare of the occupants of the
surrounding lands, existing and anticipated traffic conditions, the effect
on the Comprehensive Plan, and compliance with the intent of the Zoning
Ordinance.
3. The Council has determined that the proposed drive-in facility will
not be detrimental to the health, safety or general welfare of the community
nor will it cause serious traffic congestion nor hazards, nor will it seriously
depreciate surrounding property values, and the proposed drive-in facility is
in harmony with the general purpose and intent of the Zoning Ordinance and
the Comprehensive Plan.
Conclusion
The special permit to permit drive-in and commercial facilities at the
location described is granted based on the findings set forth above and
subject to the following conditions:
1. That the site be developed, used and maintained in accordance
with Exhibit E, Site Plan; Exhibit F, Building Elevations;
Exhibit G, Landscape Plan; and Exhibit H, Utility Plan.
2. There shall be no outdoor storage of trash and other materials.
3. All lighting shall be directed perpendicular to the ground, and
away from the surrounding properties and rights-of-way.
4. There should be adequate provision for landscape watering.
5. All construction shall meet the architectural control standard
for the Target-Knollwood area.
6. That all construction and improvements to the site be completed
by October 15, 1981.
