RESOLUTION NO. 6671
A RESOLUTION AMENDING A PERMIT GRANTED UNDER SECTION 14-171
OF THE ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO
PERMIT A DISCOUNT DEPARTMENT STORE, GROCERY STORE AND RELATED
USE FOR A COMMERCIAL DEVELOPMENT UNIT ON PROPERTY LOCATED IN
THE I-1, INDUSTRIAL DISTRICT, AT 3700 SOUTH HIGHWAY NO. 100
BE IT RESOLVED BY the City Council of St. Louis Park:
Findings
1. K -Mart Corporation has made application to the City Council
for an amendment to a special permit under Section 14-171 of the St. Louis
Park Ordinance Code for the purpose of operating a discount store and
related uses on property located at 3700 South Highway No. 100 for the
legal description as follows, to -wit:
Blocks 2, 3, 6, 7, and 8 and Lot 1 and that part of Lot 2
lying north of south 24.61 feet thereof of Block 9; also that
part of Lots 1 to 10 including lying north of south 81.61 feet
thereof of Block 10 including vacated street and alleys and
except state highway and street, Collins Second Addition.
2. The City Council has considered the advice and recommendation
of the Planning Commission (Case No. 80 -74 -SP) and the effect of the discount
store and related uses on the health, safety, and welfare of the occupants of
the surrounding lands, existing and anticipated traffic conditions, the
effect on values of properties in the surrounding area, the effect of the
use on the Comprehensive Plan, and compliance with the intent of the Zoning
Ordinance.
3. The Council has determined that the proposed discount store and
related uses will not be detrimental to the health, safety or general wel-
fare of the community nor will it cause serious traffic congestion, nor
hazards, nor will it seriously depreciate surrounding property values,
and the discount store and related uses are in harmony with the general
purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit a discount store and related uses at the
location described is granted based on the findings set forth above and
subject to the following conditions:
1. The site shall be developed, used and maintained in accord-
ance with Exhibit A, Site Plan; Exhibit B, Landscape Plan;
Exhibit C, Floor Plan; and Exhibit 0, Building Elevations.
2. The compactor shall be screened and shielded from view.
3. All signage shall comply with ordinance requirements.
4. All dead landscape stock shall be replaced, and the
landscape irrigation system be repaired and made
operational.
5. Within thirty days of approval of an interchange plan
for 36th Street and Highway No. 100, the parking lot
plan, with any necessary revisions, shall be resubmitted
for approval.
6. All construction and alteration activities shall be
completed by July 15, 1981.
