A RESOLUTION GRANTING PERMIT UNDER SECTION 14-124.100 OF THE
ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT
A DRIVE-IN BANKING FACILITY FOR PROPERTY LOCATED IN THE PUD,
PLANNED UNIT DEVELOPMENT DISTRICT, AT 3601 PARK CENTER BOULEVARD
BE IT RESOLVED BY the City Council of St. Louis Park:
Findings
1. Midland National Bank of Minneapolis has made application to
the City Council for a special permit under Section 14-124.100 of the
St. Louis Park Ordinance Code for the purpose of constructing and operating
a drive-in banking facility on property located at 6301 Park Center Boule-
vard for the legal description as follows, to -wit:
Lot 1, Block 2, Park Center
2. The City Council has considered the advice and recommendation
of the Planning Commission (Case No. 80 -75 -SP) and the effect of the pro-
posed drive-in bank on the health, safety, and welfare of the occupants
of the surrounding lands, existing and anticipated traffic conditions,
the effect on values of properties in the surrounding area, the effect
of the use on the Comprehensive Plan, and compliance with the intent of
the Zoning Ordinance.
3. The Council has determined that the proposed drive-in bank
will not be detrimental to the health, safety, and general welfare of
the community nor will it cause serious traffic congestion nor hazards,
nor will it seriously depreciate surrounding property values, and the
proposed drive-in banking facility is in harmony with the general
purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion -N
The special permit to permit a drive-in banking facility at the location
described is granted based on the findings set forth above and subject to
the following conditions:
1. That the site be developed, used and maintained in
accordance with Exhibit A, Site Plan; Exhibit B,
Floor Plan; and Exhibit C, Elevation Plan.
2. Joint access at the south end of the property may be
required and upon approval of the joint access by the
City, said exhibit shall be modified and construction
shall take place as required consistent with said plans
for joint access.
3. All outside lighting shall be directed perpendicular to
the ground.
4. A11 work including buildings, landscaping and sidewalk
shall be completed by October 15, 1981 except as pro-
vided for in Condition No. 2.
5. Approval is subject to approval by the Housing and
Redevelopment Authority.
