A RESOLUTION GRANTING PERMIT UNDER SECTION 14-124.101 OF THE
ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT
A 48-52 UNIT DUPLEX DEVELOPMENT FOR PROPERTY LOCATED IN THE
PUD DISTRICT ON LOT 1, BLOCK 1, OAK PARK VILLAGE
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Royal Oaks, LTD has made application to the City Council for a
special permit under Section 14-124.101 of the St. Louis Park Ordinance Code
for the purpose of allowing a 48-52 unit duplex development located on
property for the legal description as follows, to -wit:
Lot 1, Block 1, Oak Park Village
2. The City Council has considered the advice and recommendation of
the Planning Commission (Case No. 80 -66 -SP) and the effect of the proposed
duplex development on the health, safety and welfare of'the occupants of the
surrounding lands, existing and anticipated traffic conditions, the effect
on values of properties in the surrounding area and the effect of the use on
the Comprehensive Plan.
3. The Council has determined that the duplex development will not
be detrimental to the health, safety or general welfare of the community nor
will it cause serious traffic congestion nor hazards, nor will it seriously
depreciate surrounding property values, and the proposed duplex development
is in harmony with the general purpose and intent of the Zoning Ordinance and
the Comprehensive Plan.
Conclusion
The special permit to permit a 48-52 unit duplex development at the location
described is granted based on the findings set forth above and subject to
the following conditions:
1) That the site be developed, used and maintained in accordance
with Exhibit A, Site Plan; Exhibit B, Landscape Plan;
Exhibit C, General Unit Layout; Exhibts E and F, Elevation
Plans, except as modified by City Development on August 14, 1980.
2) The Final Plat be prepared and plan/specifications for
construction of the necessary utilities be approved as
required by the subdivision ordinance.
3) That all tree plantings be at minimum 22" to 3" in
diameter, as measured one foot off the ground.
4) That all garages be designed to provide adequate space
for storage of bicycles and necessary trash receptacles.
5) That there be no outside storage of trash except for
placement of trash facilities out of doors on the day
of pickup.
6) That all construction including roadway improvements,
curbing, driveways, landscaping, pathway construction,
and outside decorative lighting be completed by June 15,
1982.
