LOUIS PARK CONSTITUTING THE CITY'S PRELIMINARY STATEMENT REGARDING THE JUNE, 1980 LAYOUT PLANS OF Mn/DOT FOR IMPROVEMENTS OF TRUNK HIGHWAY 12. WHEREAS, the State of Minnesota Department of Transportation (Mn/DOT) has submitted layout plans for improvement of Trunk Highway 12 and has requested comments from the Council regarding said pre- liminary plans; and WHEREAS, said preliminary plans were described to the City Council by representatives of Mn/DOT on June 9, 1980; and WHEREAS, preliminary layout plans were presented in November- pf 1979 by Mn/DOT to neighborhood groups in St. Louis Park located north of Burlington Northern Railroad; and WHEREAS, the City Council of St. Louis Park previously recommended improvements of Highway 12 without transit in a median area but with transit along a southwest diagonal with development of such transit to be concurrent with improvements on Highway 12; and WHEREAS, the City's Planning Commission and Streets and Highways Committee have been reviewing layout plans for improve- ment of Highway 12 and said Streets and Highways Committee has prepared a draft statement regarding said layout plans; and WHEREAS, the City Council of St. Louis Park held an informa- tional meeting on July 1, 1980, at which time 'residents and civic leaders expressed objections to the layout plan, especially with respect to the proposed HOV lanes and access to such lanes, and questions and concerns were received during said informational meetings relative to,the improvement of Highway 12, but not limit- ed to, the following items: cost, benefit, energy consumption, traffic volumes, population, transit alternatives, roadway alter- natives, use of the Interstate Substitute Process, revenue losses, environmental impacts, construction time and disruption, identifi- cation of users and beneficiaries of the improvement, safety, maintenance costs, and metropolitan needs; NOW, THEREFORE, BE IT RESOLVED by the City Council of St. Louis Park that: 1) The layout plans for improvement of Highway 12 submitted to the City by Mn/DOT are hereby determined to be unaccept- able, although it is recognized that improvement of Highway 12 is necessary. Some of the concerns and objections of the City are contained in the draft report of the City's Streets and Highways Committee which the City Council has reviewed but has not yet approved. While this docu- ment reflects many of the concerns of the City Council relative to the proposed improvement, formal action on the statement by the City Council is not anticipated until the Streets and Highways Committee completes its report for consideration by the Planning Commission and City Council. Such consideration is anticipated within the next 30 days. 2) This statement embodied in this resolution is a prelimi- nary statement with respect to the Council's opinion about improvement of Highway 12. The statement is being submitted to provide Mn/DOT with the response within the approximate time requested by Mn/DOT. It is antici- pated that this resolution will be superseded by a new resolution and or position statement to be adopted by the City Council within the next 30 to 45 days.
