RESOLUTION AMENDING CAPITAL
IMPROVEMENT PROGRAM 1980 - 1984
WHEREAS, a five-year Capital Improvement Program was prepared which takes
into account the implementation of policies and programs previously established
by the Council, the urgent need and necessity for certain projects, the appro-
priate sequence of construction of projects in relationship to other projects,
and the capital expenditures necessary to carry on a balanced program, and
WHEREAS, the five-year Capital Improvement Program allows the City to
carry projects in accordance with predetermined priorities and helps stabilize
tax rates as well as revealing the source and extent of funds needed in future
years, and
WHEREAS, the City Council has previously prepared five-year Capital
Improvement Programs which are annually reviewed and extended an additional
year, and
WHEREAS, scheduling of Capital Improvement projects allows the public to
become aware of long-range municipal needs and provides a mechanism for coordi-
nation of projects with one another and to the City's long-range Comprehensive
Plan, and
WHEREAS, the City Council adopted the Capital Improvement Program 1980-84
on February 25, 1980 by Resolution No. 6501; and
WHEREAS, new information on construction costs and construction feasibility
has been developed,
NOW THEREFORE BE IT RESOLVED that the City Council of the City of St. Louis
Park, Minnesota, hereby amends the Capital Improvement Program 1980-84 as
indicated on the Capital Improvement Schedule dated June 30, 1980, which is
attached and made a part hereof.

SUBJECT: Capital Improvement Program
Background
On May 5, 1980, the Council reviewed M&C No. 80-23, entitled "Capital
Improvement Program - Financing and Interest Cost". This report was
intended to provide the Council with an update on this subject and it
included revisions to the previously adopted Capital Improvement Program.
After review and discussion, the Council approved a motion authorizing
preparation of a resolution to amend the Capital Improvement Program.
The Council also set a study session for June 30, 1980 to disucss capital
improvement cost, funding, and the relationship of these factors to the
City's bonding program and bond rating.
Current Status
Since May 5, 1980, there has been consideration given to several addition-
al adjustments. In addition, more information is now available because
several hearings have been held and additional bids have been received.
An example of a new change is the Elliot View Road - Kentucky area project,
sometimes referred to as Cedarcrest, which was rescheduled from 1982 back
to 1980 as it was shown in the original report.
Not all of the projects listed for 1980 will necessarily be approved and
constructed. Some of the projects remain questionable with respect to
their economic feasibility. An example in this category is the extension
of Belt Line Boulevard.
Attached is the reprint of the revised schedule submitted to the Council
on May 5, 1980. However, the penciled in notations represent the adjust-
ments that should be considered, taking into account, the changes since
May 5, 1980.
Also attached is a resolution amending the Capital Improvement Program to
take into account the proposed changes.
The City's Finance Director and a representative from Miller - Schroeder
will be present at the meeting.
