HomeMy WebLinkAbout6524 - ADMIN Resolution - City Council - 1980/03/24MARCH 24,' 1980 9p RESOLUTION NO. 6524 RESOLUTION ESTABLISHING POLICIES FOR THE SELECTION OF MEMBERS TO CITIZEN ADVISORY BOARDS AND COMMISSIONS; SETTING APPLICATION EXPIRATION, ATTENDANCE REQUIRE- MENTS, AND TERMS AS CHAIRMAN. WHEREAS, to provide all citizens the opportunity to participate in the affairs of the community, the City Council has established boards and com- missions to advise it on subjects of interest to the community; and WHEREAS, the City Council wishes to make all commissions representative of the total community and appoint members who are actively interested in the goals of the commission and believes selection by interviews of interested applicants will better help provide this representation; and WHEREAS, in order to ensure that advisory boards and commissions are not hampered in their ability to advise the Council on matters of importance to the community by poor attendance of members, minimum attendance requirements are deemed necessary; therefore, BE IT RESOLVED BY THE City Council of the City of St. Louis Park that the following policies shall govern advisory boards and commissions: 1) APPOINTMENTS TO BOARDS/COMMISSIONS: Each applicant for appointment to any advisory board or commission, except the Community Relations, the Fire Civil Service Commission, the Housing and Redevelopment Authority and the Police Civil Service Commission, shall be interviewed by a panel of three Council members consisting of: (a) the Council representative on the board or commission for which members are being interviewed; (b) the alternate Council representative of the same board or commission; and (c) the Mayor. The Council representative shall serve as chairman of the interview panel, shall schedule interviews and report on recommendations of the panel. In the event the Mayor is unable to serve on the panel, an at -large Council member shall be selected to serve in that place. a) Interviewing of Candidates - The interview panel for any advisory board or commission may decide to rank candidates beyond the number required thereby enabling future appoint- ments to be made without further interviewing of the same candidates. Such ranking of candidates shall be subject to the concurrence of the interview panel for the particular advisory board or commission having a vacancy. b) Expiration of Applications - Applications for all candidates to any advisory board or commission shall be maintained for one year. At the end of one year, each candidate shall be advised of the expiration of his or her application and requested to reapply if he or she still desires appointment to any advisory board or commission. 2) APPOINTMENTS TO COMMUNITY RELATIONS COMMISSION: Each applicant for appointment to the Community Relations Commission shall be interviewed by a panel of three Council members as follows: a) Appointment of Neighborhood Representatives - The interview panel shall consist of: (1) the Council representative; (2) the Council member in whose ward the neighborhood representative being selected lies; and (3) an at -large Council representative. In the event the Council representative and the designated ward Council member are the same person, an at -large Council member will serve in the place of the ward Council member. b) Appointment of At -Large Representatives - The interview panel shall consist of: (1) the Council representative; and (2) two at -large Council members. In the event the Council representative and an at - large Council member are the same person, the Mayor will serve in the place of that at -large Council member. The Council representative shall serve as chairman of the panel. 3) APPOINTMENTS TO FIRE CIVIL SERVICE COMMISSION: Each applicant for appointment to the Fire Civil Service Commission shall be interviewed by a panel of three Council members consisting of: (a) the Mayor and (b) two at - large Council members. The Mayor shall serve as chairman of the interview panel. 4) MINIMUM ATTENDANCE REQUIREMENTS: All members of all boards and com- missions shall attend no less than 60 percent of all regular meetings each year. Attendance records for all boards and commissons shall be reviewed by the City Council annually, and any regular member not meeting this minimum re- quirement shall have the appointment terminated. 5) CHAIRMANSHIP: No member of any board or commission shall serve more than two terms as chairman of that particular board or commission. Any person elected to fill an unexpired term of a previously elected chairman of six months or less shall be eligible for two full additional terms. All elections for chairman shall be conducted annually by secret ballot with at least two candidates being considered by the members. -2-
