REPLACEMENT
RESOLUTION NO. 6479
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-124.101 OF
THE ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO
PERMIT SENIOR CITIZEN HOUSING ON PROPERTY ZONED PUD,
PLANNED UNIT DEVELOPMENT, LOCATED AT 4835 MINNETONKA
BOULEVARD
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Community Housing and Service Corporation has made application to the
City Council for a special permit under Section 14-124.101 of the St. Louis
Park Ordinance Code for the purpose of constructing senior citizen housing
on property zoned PUD, Planned Unit Development, located at 4835 Minnetonka
Boulevard, for the legal description as follows, to -wit:
That part of east 250 feet of the west 5/8 of the Northeast
Quarter lying north of the south line of West 31st Street extended
westerly of Section 6, Township 28, Range 24. The east 7 feet of
above land for use as public alley
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 79 -104 -SP) and the effect of the proposed occu-
pants of the surrounding lands, existing and anticipated traffic conditions,
the effect on values of properties in the surrounding area, the effect of
the use on.the Comprehensive Plan and compliance with the intent of the
Zoning Ordinance.
3. The Council has determined that the senior citizen housing will not
be detrimental to the health, safety or general welfare of the community nor
will it cause serious traffic congestion nor hazards, nor will it seriously
depreciate surrounding property values, and the proposed senior citizen
housing is in harmony with the general purpose and intent of the Zoning
Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit the construction of senior citizen housing at
the location described is granted based on the findings set forth above
and subject to the following conditions:
1. That the site be developed, used and maintained in accord-
ance with Exhibit 1, Site Plan; Exhibit 1A, Exterior Signage
and Plants; Exhibit 2, First Floor Plan; Exhibit 3, Second
Floor Plan; Exhibit 4, Typical Floor Plan for Floors 3-8;
Exhibit 5, Elevations; Exhibit 6, Elevations; and Exhibit 7,
Utility Plan except as modified by the conditions which follow.
2. That Lot 2 contain no more than 151 units and that no
residential development be allowed on Lot 1 and a proper
covenant and declaration be executed to meet the density
requirement and to identify the limitation of the use of
the property for senior citizen housing as required by
the Ordinance Code.
3. That the plat be approved and a properly executed subdivision
contract be executed by the applicants and' said subdivision
shall provide for a twelve foot wide parking strip at the
south end of the property consistent with the Comprehensive
Plan for the area.
4. That the Green Ash and Sugar Maples be at least two and
one-half inches in dismeter measured one foot from the
ground as required by the City Code.
5. That all parking lot or exterior lighting be directed per-
pendicular to the ground so that no direct rays are visible
from beyond the property unless globe lights which diffused'
the ramp are used.
6. That all improvements shown on the exhibits, including
buildings, landscaping, parking striping and outdoor ameni-
ties, be completed by October 15, 1981.
