RESOLUTION NO. 6347
A RESOLUTION REQUIRING NL INDUSTRIES/TARACORP, INC.,
TO DISCONTINUE ALL SMELTING OPERATIONS IN
ST. LOUIS PARK, MINNESOTA
WHEREAS, NL Industries/Taracorp, Inc., is engaged in the smelting of lead
at its premises located at 3645 and 3719 Hampshire Avenue, St. Louis Park,
Minnesota; and
WHEREAS, on or about August 24, 1979, the Minnesota Pollution Control Agency
(MPCA) and the Minnesota Department of Health became concerned about possible
lead poisoning to the general public from the lead -smelting operations and com-
menced certain tests; and
WHEREAS, the Minnesota Department of Health released on this date the results
of lead -poisoning tests performed on eleven employees of Golden Auto Parts, a
business located on the property adjoining the premises of NL Industries/
Taracorp, Inc.; and
WHEREAS, these test results show that three of the employees have readings
in excess of the maximum levels of lead according to the Minnesota Department of
Health normals; and
WHEREAS, the City Council of St. Louis Park has a duty to protect the public
health from such hazards; and
WHEREAS, it is essential that both the employees of Golden Auto Parts and
all members of the general public be assured that all possible measures are being
taken to identify causes of lead poisoning disclosed by the Minnesota Department
of Health tests and take corrective measures; therefore,
BE IT RESOLVED by the City Council of St. Louis Park:
1)
NL Industries/Taracorp, Inc., is called upon to cooperate with
the City by immediately discontinuing all smelting operations
pending a complete review of its operations and that a
determination be made that safeguards exist in methods and
equipment which will ensure no further contaminants are
emitted dangerous to human life.

2) .City staff is directed to immediately take all legal
actions available to the City to ensure that no further
lead smelting is conducted at NL Industries/Taracorp, Inc:,
St. Louis Park, until appropriate authorities have
determined that the operations pose no threat to human
health and safety.
