A RESOLUTION GRANTING A SPECIAL PERMIT UNDER SECTION 14-195(3) OF THE
ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT A CLUSTER
HOUSING PROJECT ON PROPERTY LOCATED IN THE R-3, TWO FAMILY RESIDENTIAL
DISTRICT GENERALLY LOCATED AT STATE HIGHWAY 7 AND COUNTY ROAD 18.
BE IT RESOLVED BY the City Council of St. Louis Park:
FINDINGS
1. The Cheyenne Land Company through the Centurion Company, Inc. has made
application to the City Council for a special permit under Section 14-195(3)
of the Zoning Ordinance to permit a Residential Development Unit consisting
of 288 townhouses to be situated on property generally lying west of proposed
County Road 18 north of Highway 7, east of the west city boundary and south
of W. 36th Street, commonly known as Lohman's Amhurst.
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No, 78 -110 -SP) and the effect of the proposed
special permit on the health, safety and welfare of the occupants of the
surrounding lands, existing and anticipated traffic conditions, the effect
on values of properties in the surrounding area, the effect of the use on
the Comprehensive Plan and compliance with the intent of the Zoning Ordinance.
3. The City Council has determined that the proposed special permit will
not be detrimental to the health, safety or general welfare of the community
nor will it cause serious traffic congestion nor hazards, nor will it seri-
ously depreciate surrounding property values, and the proposed special
permit is in harmony with the general purpose and intent of the Zoning Ordi-
nance and the Comprehensive Plan.
CONCLUSION
The special permit to allow construction of townhouses in a R-3 district at
the described location is granted based on the findings set forth above and
subject to the following conditions:
1) The site shall be developed in accordance with the plans and specifica-
tions filed in accordance with the final plat and shall be developed, used
and maintained in accordance with Exhibit A, Site Plan; Exhibit B-1, Berm/
Fence Plan, SW Edge; Exhibit B-2, Berm/Fence Plan, NW Edge; Exhibit C, Plant-
ing: Interior; Exhibit D, Planting: Right of Way; Exhibit E, Drainage and
Grading Plan; Exhibit F, Building Elevations; and Exhibit G, Fire Pro-
tection and Construction Access Map.
2) The total number of units shall not exceed 288 units.
3) All subdivision documents shall be executed by the developer and the
final plat shall be filed with the County.

4) All utilities including, but not limited to electric, gas, sewer, tele-
phone, water and cable television shall be placed underground.
5) All access to the subject property shall be from West 36th Street,
except for temporary access provided from County Road 18. Emergency
access shall be provided from Highway 7 as shown on Exhibit G, except
that in the event this emergency access shall not be allowed by the
Minnesota Department of Transportation, the emergency access shall be
located off Edgemoor Avenue as shown on Exhibit B-1.
6) All improvements including buildings, roadways, utilities, landscaping,
berms, curbing, ponding areas and all other improvements as shown on the
exhibits shall be completed by May 15, 1982.
