RESOLUTION NO. 6263
RESOLUTION REQUESTING THE
HENNEPIN COUNTY BOARD OF COMMISSIONERS TO PROVIDE
COUNTY FUNDS FOR THE INSTALLATION OF STREET LIGHTS
ON HENNEPIN COUNTY STATE AID HIGHWAY NO. 3
WHEREAS, the policy of the Hennepin County Department of Transportation
is to encourage the placement of street lights on County Highways by the local
municipality in cases where traffic engineering indicates such'installations
are feasible; and
WHEREAS, funds for these installations must be derived from the municipality's
local sources; and
WHEREAS, Hennepin County Department of Transportation deviates from the
non -participation policy on CSAH 19 and CSAH 62 where street lights are placed
and by Hennepin County derived funds; and
WHEREAS, Hennepin County Department of Transportation has submitted Layout No.
11, CP7512, to the City of St. Louis Park for its preliminary plan approval
without -the inclusion of street lighting; and
WHEREAS, both parties agree that relative to vehicle and pedestrian safety
street lights are justified based on traffic volumes on Excelsior Boulevard
exceeding 20,000 vehicles per day, traffic volumes higher than those on certain
portions of lighted segments of CSAH 18 and CSAH 62; and
WHEREAS, Hennepin County Department of Transportation has rejected the City's
request for funding assistance based on their existing policy.
NOW THEREFORE BE IT RESOLVED that the Hennepin County Board rescind its current
policy on street lighting and establish a policy which allows partial funding
of street light system projects on County highways where traffic volumes are greater
than 10,000 vehicles per day and traffic engineering principles justify such
installation in accordance with suitable design standards. The policy should be
similar to the sidewalk and bicycle trail policy which allows up to 50% Hennepin
County funding on a segment constructed adjacent to a County highway.
