HomeMy WebLinkAbout6256 - ADMIN Resolution - City Council - 1979/05/07MAY 7, 1979 8c RESOLUTION NO. 6256 A RESOLUTION RELATING TO THE APPLICATION OF THE HOLIDAY STATION STORES FOR OFF -SALE NON -INTOXICATING MALT LIQUOR LICENSES BE IT RESOLVED by the City Council of the City of St. Louis Park as follows: Findings 1. The Holiday Station Stores have applied for off -sale non -intoxicating malt liquor licenses for their stores located at 6011 Excelsior Boulevard and'7916 Minnetonka Boulevard. 2. The City of St. Louis Park presently has 29 licenses for off -sale non -intoxicating malt liquor outstanding which more than adequately serve the needs of the citizens of St. Louis Park. 3. In particular, the citizens living near the Holiday Station Store located at 6011 Excelsior Boulevard can purchase non -intoxicating malt liquor at any of the - following nearby locations: Brookside Drug, 6001 Excelsior Boulevard; Snyder Drug, 5425 Excelsior Boulevard; Zayre Stores, 3700 Highway 100. 4. The citizens living near the Holiday Station Store located at 7916 Minnetonka Boulevard can purchase non -intoxicating malt liquor at any of the following nearby locations: Tom Thumb, 8140 Minnetonka Boulevard; Penny's, 8000 Minnetonka Boulevard; Park Tavern, 7201 Minnetonka Boulevard. 5. Because of the existence of the other non - intoxicating malt liquor licenses in the City of St. Louis Park, the city does not need additional off -sale locations to meet the public demand for non -intoxicating malt liquor and, therefore, the City would receive no appreciable benefit from granting licenses to the two Holiday Station Stores. 6. In granting an off=sale; non -intoxicating malt liquor license, the City Council realizes that it places increased inspection, oversight -and enforcement responsibilities on its police department. Q 7. The need for police oversight would be particularly 'great in the case of the Holiday Station Stores because of their close proximity to residential neighborhoods. 8. The City Council cannot justify further burdening its police department with the inspection, oversight and enforcement responsibilities which would result from the granting of the two off -sale non -intoxicating malt liquor licenses to the Holiday Station Stores where no appreciable public benefit would be derived. 9. These items, along with the complete investigative report, led to these findings. denied.
