LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT A RETAIL SHOPPING CENTER FOR PROPERTY LOCATED IN THE P.U.D. PLANNED UNIT DEVELOPMENT DISTRICT AT 3755 PARK CENTER BOULEVARD. BE IT RESOLVED BY the City Council of the City of St. Louis Park: Findings 1. Ryan Construction Company has made application to the City Council for a special permit under Section 14-124.101 of the St. Louis Park Ordinance Code for the purpose of permitting construction of a retail shopping center located 3755 Park Center Boulevard for the legal description as follows, to -wit: Beginning at the intersection of the west line of Lot 2 and a line 24' northerly of measured at a right angle to and parallel with the south line of said Block 2, thence easterly along said parallel line to a point thereon distance 423' westerly from the east line of said Lot 2, as measured along said parallel line; thence northerly parallel with the east line of said Lot 2, a distance of 401', thence northwesterly deflecting to the left 16 degrees, 35", 14 seconds, to the southerly right-of-way line of Park Center Boulevard as dedicated in said plat of Park Center; thence westerly along said southerly right-of-way line to the! northwest corner of said Lot 2, thence southerly along the west line of said Lot 2 to the point of beginning. Lots 3 and 4, Block 2, Park Center, according to the recorded plat thereof, except the south 24' of the above-described property. 2. The City Council has considered the advice and recommendation'of the Planning Commission (Case NO. 78 -120 -SP) and the effect of the proposed retail shopping center on the health, safety and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area, the effect of the use on the Comprehensive Plan and compliance with the intent of the Zoning Ordinance. 3. The Council has determined that the proposed retail shopping center will not be detrimental to the health, safety or general welfare of the community nor will it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property values, and the proposed i retail shopping center is in harmony with the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan. Conclusion The special permit to permit a proposed retail shopping, center. at'the location described is granted based on the findings set forth above and subject to the following conditions: 1. The site shall'be developed, used and maintained in accordance with Exhibit A, -Site`• Plan; Exhibit B, _Front Plaza -Plan; Exhib t C, Landscape Plan; Exhibit D, Survey; Exhibit E, Utility Plan; Exhibit F, Sheets 1 and 2, General Floor Plan and Exhibit, G, Elevation Plans, 2. All improvements, including structures, surfacing, landscaping, curbing, pedestrian facilities, berms;' walls,\ .rid other 'elements of the exhibits shall be completed,by December 31, 1979, 2, `Adopted by the City Council February 5, 1979.
