HomeMy WebLinkAbout6206 - ADMIN Resolution - City Council - 1979/01/06JANUARY 6, 1979 RESOLUTION NO. 6206 RESOLUTION AUTHORIZING FILING OF APPLICATION FOR GRANT TO DEVELOP OPEN SPACE UNDER THE PROVISIONS OF THE FEDERAL LAND AND WATER CONSERVATION ACT AND THE STATE NATURAL RESOURCE FUND WHEREAS, the Land and Water Conservation Fund Act and the State Natural Resources Fund provide for the making of grants to assist local public bodies in the acquisition and development of outdoor recreation projects; and WHEREAS, the City of St. Louis Park desires to develop certain land known as Westwood Hills Environmental Education Center, which land is to be held and used for permanent open space; and WHEREAS, Title VI of the Civil Rights Act of 1964, P.L. 88-3541(1964) and of the regulations promulgated pursuant to such Act by the Secretary of the Interior and contained in 43C.F. R. 17, effectuating that title, provide that no person shall bediscriminated against because of race, color or natural origin in the use of land acquired and or development; and WHEREAS, it is estimated the cost of developing the Westwood Hills core facility shall be $200,000; therefore; BE IT RESOLVED by the City Council of the City of St. Louis Park: 1) An application shall be made to the Office of Local and Urban Affairs of the State Planning Agency for a grant from the Land and Water Conservation Fund as amended in 1965 for an amount presently estimated to be $100,000, and the ' City will pay the balance of the cost from other funds available to it. 1 2) An application shall be made to the Office of Local and Urban Affairs of the State Planning Agency for a grant from the Legislative Commission on Minnesota Resources for an amount presently estimated to be $50,000, and the City will pay the balance of the cost from other funds available to it. 3) The City Manager is hereby authorized and directed to execute and file such application with the State of Minnesota Office of Local and Urban Affairs of the State Planning Agency to provide additional information, to furnish such documents as are required by said Agency and to act as the authorized correspondent of the City. 1 i 4) The proposed development is in accordance.,with plans for the allocation of land for open space use and should said grant be made, the City will develop and retain said land; for use designated in said application andapproved by the' Office of Local and Urban Affairs, and the Bureau of Outdoor Recreation.
