RESOLUTION NO. 6178
RESOLUTION REQUESTING AN INVESTIGATION
INTO THE CEMENT SHORTAGE
WHEREAS, there have been many public and private construction project
slowdowns supposedly caused by a cement shortage; and
WHEREAS, several contracted construction projects within the City of
St. Louis Park have been delayed by the so-called cement shortage; and
WHEREAS, there has been confusion as to the causes and severity
of the cement shortage; and
WHEREAS, there have been allegations made against contractors for
refusing to purchase available cement for contracted construction
projects; and
WHEREAS, there have been allegations made against the cement industry
for trying to reduce cement production in an effort to force the price of
cement to more profitable levels; and
WHEREAS, it remains unclear as to whether the "cement shortage" will
continue into future construction seasons;
BE IT RESOLVED that the City Council of St. Louis Park requests the
Attorney General of the State of Minnesota, to investigate the causes,
extent, identified allegations and impact of the alleged cement shortage
in the State of Minnesota.
BE IT FURTHER RESOLVED that the City Council request the State
Attorney General to prepare and issue a status report on the amount
and availability of cement prior to the 1979 Minnesota construction season.
