RESOLUTION NO. 6177
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-171(6)(z)
OF THE ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO
PERMIT OUTDOOR STORAGE OF OPERABLE AUTOMOBILES FOR PROPERTY
LOCATED IN THE I-1 INDUSTRIAL DISTRICT AT 3541 Highway 100 S.
BE IT RESOLVED BY The City Council of the City of St. Louis Park:
Findings
1. Town's Edge Ford has made application to the City Council for a
special permit under Section 14-171(6)(z) of the St. Louis Park Ordinance Code
for the purpose of permitting outdoor storage of operable automobiles located
at 3541 Highway 100 South for the legal description as follows, to -wit:
Lots 21 - 25, Block 14, and Lots 1 - 4, Block 7, Collins Addition.
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 78 -124 -SP) and the effect of the proposed outdoor
storage of operable automobiles on the health, safety and welfare of the occupants
of the surrounding lands, existing and anticipated traffic conditions, the
effect on values of properties in the surrounding area, the effect of the use
on the Comprehensive Plan and compliance with the intent of the Zoning Ordinance.
3. The Council has determined that the outdoor storage of operable automobiles
will not be detrimental to the health, safety or general welfare of the community
nor will it cause serious traffic congestion nor hazards, nor will it seriously
depreciate surrounding property values, and the proposed outdoor storage of
operable automobiles is in harmony with the general purpose and intent of the
Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit outdoor storage of operable automobiles at the
location described is granted based on the findings set forth above and subject
to the following conditions:
1. The site shall be enclosed with a six -foot -high chainlink fence
with three strands of barbed wire having an inward deflection which is
not spreened in order to provide views into the site by security personnel.
2. A roadway shall be constructed and maintained on the pertmeter of the site
in order for security vehicles to drive around the perimeter.
3. The site shall be lighted in such a way that rays of light do not
extend beyond the perimeter of the site.
4: The City will provide normal policing of this area in a manner
similar to its policing of other property in the City. The applicant
shall be responsible for employing appropriate protection and security
techniques, procedures, equipment and/or personnel to prevent and/or
to curb vandalism and theft of vehicles and their equipment.
5. The entire site proposed to be utilized for storage shall be
fenced, and no additional vehicles shall be stored outside
the fenced area.
6. The permit shall expire at the end of thesecond year, after
the date of adoption of a resolution approving the special permit.
