LOUIS PARK ORDINANCE CODE RELATION TO ZONING TO PERMIT CONSTRUCTION OF A SINGLE-FAMILY HOME IN THE F-2 FLOOD PLAIN DISTRICT WITH 200 FEET OF THE F-1 FLOOD WAY DISTRICT FOR PROPERTY LOCATED IN THE R-1 SINGLE-FAMILY DISTRICT AT 3297 HILLSBORO AVENUE SOUTH. BE IT RESOLVED BY the City Council of the City of St. Louis Park: Findings 1. Lowry Hill Enterprises, Inc. and Allen M. Griffel have made application to the City Council for a special permit under Section 14-123.100 of the St. Louis Park Ordinance Code for the purpose of permitting construction of a single-family home in the F-2 District within 200 feet of the F-1 District located at 3297 Hillsboro Avenue South for the legal description as follows, to -wit: Lot 5, Block 1, Isensee's Addition. 2. The City Council has considered the advice and recommendation of the Planning Commission (Case No. 78 -102 -SP) and the effect of the proposed construction within 200 feet of the F-1 District on the health, safety and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area, the effect of the use on the Comprehensive Plan and compliance with the intent of the Zoning Ordinance. 3. The Council has determined that the proposed construction within 200 feet of the F-1 District will not be detrimental to the health, safety or general welfare of the community, nor will it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property values, and the proposed construction within 200 feet of the F-1 District is in harmony with the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan. Conclusion The special permit to permit a single-family home in the F-2 District within 200 feet of the F-1 District at the location described is granted based on the findings set forth above (and subject to the following conditions): 1. The lowest floor elevation of the home including the basement floor shall not be less than 198.7 feet City Datum or 909 feet M.S.L. 1 2. The site shall be graded in such a way that the Flood Protection Elevation of 909 feet extend out from the house a distance of 15 feet.
