LOUIS PARK ORDINANCF CODE RELATING TO ZONING TO PERMIT A TEMPORARY OUTDOOR DISPLAY AND SALES AREA FOR PROPERTY LOCATED IN THE R-2 BUSINESS DISTRICT LOCATED AT 6905 WAYZATA BOULEVARD BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ST. LOUIS PARK: Findings 1. Crosstown Marine has made application to the City Council for a special permit under Section 14-156(6) of the St. Louis Park Ordinance Code for the purpose of permitting an outdoor display and sales area for boats located at 6905 Wayzata Boulevard, for the legal description as follows, to -wit: Lots 117, 118, 119, and 230, Richmond Addition, except that part taken for highway and Lots 120 and 121, Richmond Addition, and the north two feet of Lot 122, Richmond Addition. 2. The City Council has considered the advice and recommendation of the Planning Commission (Case No. 78 -91 -SP) and the effect of the pro- posed outdoor sales area on the health, safety, and welfare of the occupants of the surrounding land, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area, and the effect of the use on the Comprehensive Plan, and compliance with the intent of the Zoning Ordinance. 3. The City Council has determined that outdoor sales and display is a land use which is not consistent with the intent of the Comprehensive Plan as it relates to development along Highway 12 and major thoroughfares and has determined that the long-term use of land for outdoor sales and storage purposes may be detrimental to the long-range development of the area, however, on an interim basis, the use can be considered without setting a precedence for the establishment of similar uses in the area. Conclusion The special permit to permit outdoor sales and display of hoats at the location described is therefore hereby granted for a term of three years based on the findings set forth ahove and subject to the following conditions: 1. The site shall be developed in accordance with Exhibit "A" Site Plan and the area to be utilized for outdoor display and sales is described as follows: the area shall be enclosed by an eight foot high wrought iron fence and shall extend northerly from the northwesterly corner of the building, a distance of 68 feet, thence easterly 42 feet, then southerly 68 feet to join the north face of the building 42 feet east of the northwest corner thereof. 2. Parking spaces for twenty vehicles shall be provided on the site; a vehicle is to be considered a typical passenger automobile or light truck and narking spaces are not to he utilized for the purpose of parking boats. 3. All outdoor illumination shall be accomplished in such a way as to permit no direct rays of light to penetrate beyond the property line. 4. No temporary signs, banners, search lights or other adver- tising devices, except permanent signs constructed in accordance with the Zoning Ordinance, shall he permitted on the site. 5. All site improvements shall be completed by June 1, 1979. 6. That the permit be granted on a temporary hasis for 3 years with an expiration date of Octoer 15, 1981.
