HomeMy WebLinkAbout6061 - ADMIN Resolution - City Council - 1978/07/101 1 1 JULY 10, 1978 109 RESOLUTION NO. 6061 RESOLUTION AUTHORIZING DEVELOPMENT OF LENOX SENIOR CENTER AND AUTHORIZING APPLICATION FOR FEDERAL ASSISTANCE WHEREAS, the City Council of the City of St. Louis Park has recognized growth of the St. Louis Park Senior Program and the need for additional space to continue providing educational, social, health and nutritional services to its senior residents; and WHEREAS, the City Council and the School Board of Independent School District No. 283, in joint meeting, have mutually authorized a study of the •feasibility of renovating the Lenox elementary school building to a multi- purpose senior citizen center,and said study has identified certain improve- ments required to comply with building, energy, fire and safety codes; and WHEREAS, at the direction of the City Council and School Board, a task force composed of representatives of the St. Louis Park Senior Program, the City and School District has studied the needs for expansion of the Senior Program and the physical and economic feasibility of the Lenox building renova- tion and utilization; and WHEREAS, the City Council has appropriated $161,000 of Community Development Block Grant funds for development of the Lenox senior center and has been awarded $63,035 of Title V Older Americans Act funds also for said development; and WHEREAS, the City Council and School Board have been presented a plan for the rental of non -programmed space within the Lenox center which will provide sufficient revenue to finance operation and maintenance of the Lenox structure, and said space will be leased to organizations and agencies of general interest to, and compatible with, the Senior Program; and WHEREAS, the Minnesota Board on Aging, State of Minnesota, has been authorized to grant fiscal assistance through Title V of the Older Americans Act, subject to review and comment by the Metropolitan Council serving as the Area Agency on Aging; and WHEREAS, the City has determined need for additional restoration for improvement of the utility and aesthetic characteristics of the Lenox building, and the cost of such improvements is estimated at $81,190; and WHEREAS, the City has studied the regulations, requirements and objectives of Title V of the Older Americans Act and prepared an application for fiscal assistance consistant with said Act; therefore, BE IT RESOLVED by the City Council of the City of St. Louis Park, Minnesota, that the City Manager be authorized to make application to the Minnesota Board on Aging for fiscal assistance in the development of the Lenox Multi -Purpose Senior Center in the amount of $81,190 with the required local match to be funded through Community Development; and BE IT FURTHER RESOLVED that the City Manager is hereby authorized to complete final specifications and advertise for bids for improvement of the Lenox Center meeting building, energy, fire and safety codes to be funded through existing appropriations.
