RESOLUTION NO. 6017
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-133(7)
OF THE ST. LOUIS PARK ORDINANCE CODE RELATING TO
ZONING TO PERMIT THE RECLAMATION OF LAND FOR PROPERTY
LOCATED IN THE R-2, SINGLE FAMILY DISTRICT, AT 2701-
2707 COLORADO AVENUE
BE IT RESOLVED BY the City Council of St. Louis Park:
Findings
1. Victor Carlson & Sons, Inc. has made application to the City
Council for a special permit under Section 14-133(7) of the St. Louis
Park Ordinance Code for the purpose of reclamation of land by filling
vacant property located at 2701-2707 Colorado Avenue for the legal des-
cription as follows, to -wit:
Lots 28, 29, and 30, Block 4, Park Manor
2. The City Council has considered the advice and recommendation of
the Planning Commission (Case No. 78 -23 -SP) and the effect of the proposed
land reclamation by filling on the health, safety, and welfare of the
occupants of the surrounding lands, existing and anticipated traffic
conditions, the effect on values of properties in the surrounding area,
the effect of the use on the Comprehensive Plan, and compliance with the
intent of the Zoning Ordinance.
3. The Council has determined that the proposed reclamation of land
by filling will not be detrimental to the health, safety or general welfare
of the community nor will it cause serious traffic congestion nor hazards,
nor will it seriously depreciate surrounding property values, and the pro-
posed reclamation of land by filling is in harmony with the general purpose
and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit reclamation of land by filling at the location
described is granted based on the findings set forth above and subject to
the following conditions:
1. The site shall be filled in accordance with Exhi-
bit A, Grading Plan, and graded to the elevations
shown, seeded, and maintained thereafter.

2. The final cover material shall consist of black
tillable loam suitable for maintaining grass.
3. Materials placed in the site shall not be com-
bustible or subject, to deterioration through
organic action and shall not include such pro-
ducts as rubber tires, steel or reinforcing bars,
chunks of concrete, or wood or metal of any kind.
No paper shall be placed on the site.
4. A program shall be established for rodent control
and vermin control.
5. The site shall be filled, graded, and seeded by
October 1, 1978.
6. Trucks and equipment going to and from the site
shall use Dakota Avenue and West 27th Street.
