HomeMy WebLinkAbout5882 - ADMIN Resolution - City Council - 1977/10/17RESOLUTION No. 5882 RESOLUTION OF THE CITY COUNCIL REQUESTING THE STATE OF MINNESOTA TO UNDERTAKE APPROPRIATE STUDIES AND CORRECTIVE MEASURES, IF NECESSARY, TO ABATE ENVIRONMENTAL PROBLEMS AFFECTING THE HEALTH AND WELFARE OF THE CITY AND THE METROPOLITAN AREA WITH RESPECT TO WATER QUALITY OR OTHER ENVIRONMENTAL CONDITIONS. WHEREAS, the City of St. Louis Park has demonstrated concern and continues its concern for all aspects of the City environment including the manner in 'which the land is developed and used and factors related to ground, air and noise pollution, and WHEREAS, toward the improvement of environmental conditions in the City, the City has: adopted and enforced an air pollution ordinance, conducted and undertaken studies relative to the condition of surface water and ground water, instituted programs for the improvement and protection of storm waters, and initiated enforcement and legal action necessary to maintain, preserve, and enhance the City's environment, and WHEREAS, between the period of 1917 and 1972, Reilly Tar and Chemical Company operated in St. Louis Park and engaged in coal -tar distillation and wood preserving activities, and WHEREAS, at least since 1963, the City has expressed concern about this activity and initiated steps to have such activity cease or conform to accept- able standards, and WHEREAS, in 1968 the City solicited assistance from the Minnesota Pollution Control Agency relative to possible pollution eminating from this operation and has since that time authorized several surface and ground water investigations using the best qualified consultants, and WHEREAS, in 1975, the City, together with the State Department of Health, has sought and received legislative support and funding for additional investi- gation of soil and ground water, and WHEREAS, soil and ground water investigations made by Barr Engineering Company were completed in July, 1977; and on October 17, 1977, the City received a report from the Minnesota Pollution Control Agency reviewing the Barr report. On this same date, the City received a report from the Minnesota Department of Health assessing possible health effects from the previous coal -tar distillation pro- cess, and - t WHEREAS, these reports suggest a need for additional studies and investi- gations and suggest possible contamination of ground water in the metropolitan area, and WHEREAS, it is believed that such potential pollution originated through the coal -tar distillation activity of Reilly Tar and Chemical Company: NOW THEREFORE BE IT RESOLVED that the City Council of the City of St. Louis Park hereby requests the State of Minnesota and its State agencies, including the Minnesota Pollution Control Agency and the Minnesota Department of Health, to undertake any and all such studies and actions and the funding thereof, it deems necessary to protect the health, welfare, and safety of St. Louis Park and the metropolitan area as related to the findings as contained in the Barr Engineering report and subsequent reports of the Minnesota Pollution Control agency and the Minnesota Department of Health.
