RESOLUTION NO. 5771
RESOLUTION AMENDING POLICY FOR
PARTICIPATION IN FEDERAL FLOOD INSURANCE
PROGRAM
BE IT RESOLVED by the City Council of St. Louis Park:
Findings
1. The City Council approved Resolution No. 4688 on November 20, 1972,
establishing a policy for participation in the Federal Flood Insurance
Program.
2. The Federal Insurance Administration prepared a flood insurance
study dated December, 1976, for the City of St. Louis Park establishing
flood boundaries and a floodway designating flood insurance zones
effective June 1, 1977.
3. The City Council amended the St. Louis Park ordinance code on
July 5, 1977 providing for the F-1 Floodway and F-2 Floodplain District
in the Zoning Ordinance to be consistent with the requirements of the
Federal Insurance Administrator and the Minnesota State Department of
Natural Resources' regulations.
Conclusion
1. The City hereby assures that it shall cooperate in all efforts
of the Federal Insurance Administrator to administer the flood insurance
program and designates the City Planning Department the authority,
responsibility, and means to:
a. Provide the Federal Insurance Administrator and/or the
Commissioner of the State Department of Natural Resources of the State of
Minnesota information as either may request concerning present uses and
occupancy of the flood plain; maintain for public inspection information
on elevations and lowest floors of all new or substantially improved
structures; obtain records of flood levels; cooperate with federal,
state, and local governmental agencies and private firms to undertake to
study survey maps and identify floodplain areas and cooperate with
neighboring communities and governmental agencies in the management of
floodplain areas.

b. The City Planning Department shall have the responsibility,
authority, and means to take such other official action as may be
reasonably necessary to implement all commitments made in this resolution
and to carry out all administrative actions required of the City by
the Federal Insurance Administrator in order to secure the benefits
of the National Flood Insurance Act of 1968 as amended.
