A RESOLUTION APPROVING DEVELOPMENT PLAN OF OAK PARK
VILLAGE, UNDER SECTION 14-124.101 OF THE -Sr:LOUIS
PARK ORDINANCE CODE RELATING TO ZONING.
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. The City Council adopted Ordinance No. 1329 on April 5, 1976,
approving the final PUD plan for the development of Oak Park Village.
2. An environmental assessment and supplemental information were
prepared and submitted to the Minnesota Environmental Quality Council
governing development of the Oak Park Village, including a total of
470 dwelling units in an area consisting of approximately the northern
one-half of the site.
3. On June 2, 1976 the Planning Commission unanimously approved
development of 470 dwelling ui,its on the northerly one-half of Oak
Park Village as being consistent with the Urban Renewal Plan, and
the Comprehensive Plan for the central area of the City.
4. On June 8, 1976 the Housing and Redevelopment Authority
unanimously approved a motion to delete the southerly portion of Oak
Park Village from the current development plan until the completion
of additional analysis of sub -soil and ground water conditions on
the southerly half of the site.
5. On July 13, 1976 the Minnesota Environmental Quality Council
approved a Resolution permitting development of the northerly one-
half of Oak Park Village with 470 residential units.
6. The City Council has considered the advice and recommendation
of the Planning Commission and the effect of the proposed development
on the health, safety, and welfare of the occupants of the surrounding
lands, existing and anticipated traffic conditions, the affect on
values of properties in the surrounding area, and the affect on the
use on the Comprehensive Plan.

7. The City Council has determined that the proposed develop-
ment of 470 dwelling units on the northerly one-half of Oak Park
Village and the preliminary plan for Block 3 will not be detrimen-
tal to the health, safety, or general welfare of the Community,
nor will it cause serious traffic conjestion nor hazards, nor will
it seriously depreciate surrounding property values,and the pro-
posed development is in harmony with the general-purpose and intent
of the Zoning Ordinance and the Comprehensive -Plan.
Conclusion
1. The general plan for the development of the northern one-
half of Oak Park Village and referred to as New Plan dated June
1976 is approved as being consistent with the PUD Zoning on the
property as adopted by Ordinance 1329.
2. The preliminary plan for up to 100 units of townhouse and
apartments on Block 3, Oak Park Village, is approved as being con-
sistent with the New Plan of Oak Park Village, with the following
conditions:
A. A final plan shah be submitted for approval prior
to development of thy' site and the plan shall
include detailed plans for buildings, landscaping,
use of open space, parking, storage, drainage and
utilities, building exterior elevations,and a sound
marketing plan.
