RESOLUTION NO. 5691
A RESOLUTION OPPOSING THE PHASING OUT OF COMMUNITY
A DEVELOPMENT HOLD -HARMLESS FUNDS FOR SMALLER
COMMUNITIES
WHEREAS, there are approximately 750 small communities receiving Community
Development hold -harmless funds that have significant urban problems which will
not be solved with the reduced funding they will be receiving in fiscal years
1978 and 1979; and
WHEREAS, a system of providing assured annual funding for smaller communities
with continuing needs is necessary to ensure continuity of programming and planning
to maintain viable urban communities; and
WHEREAS, Subsection 106(h)(2) of the Housing and Community Development Act of
1974 requires the phasing out of hold -harmless funding for small communities; and
WHEREAS, Congress and the Administration are currently reviewing the Housing
and Community Development Act of 1974;
THEREFORE, BE IT RESOLVED THAT:
(1) The City Council of the City of St. Louis Park, Minnesota recommends
that the Housing and Community Development Act of 1974 be extended
for a second three-year cycle covering fiscal years 1978, 1979 and
1980;
The phase out hold -harmless provisions of subsection 106(h)(2) be
deleted from the Act as provided in H.R. 1522, introduced into the
House of -Representatives on January 6, 1977;
Adequate discretionary funds be made available to -communities without
hold -harmless entitlements on a formula basis inc'uding poverty,
population loss ur shift, and age of housing; be it further,
(4) Communication of this support be forwarded to the Minnesota Congressional
Delegation.
