x'' RESOLUTION ENDORSING, STATE `FINANCING FOR•
CERTAIN FEATURES OF 911 EMERGENCY TELEPHONE SYSTEMS
WHEREAS, the 911 emergency telephone system has been under study
in the State of Minnesota for several years; and
WHEREAS, planning of a 911 emergency telephone system for the entire
seven -county metropolitan area has recently been accomplished; and
WHEREAS, a Metropolitan Inter -County Ad Hoc Committee on 911
'financing has prepared a proposal, for the financing of '911 telephone systems
on a State-wide basis; and
WHEREAS, the Hennepin ;Emergen'cy'Communicati,on Organization (RECO),
which has been'develoned to coordinateremeraency;.communication planning,
has" demonstrated support" for. this;plan'<<by'unanlnlously, adopting it .and
encouragi ng al l units , of government,;i n,.,Hennepi n County, ;to endorse these
same recommendations;'''and~'- "'
WHEREAS,legislation mandating~the'•adoption'of '911—on a State-wide
basis has been introduced into the'last two sessions of the Minnesota
Legislature; and -

WHEREAS, it is anticipated that this issue will again be under consider-
ation in•the present session of the Minnesota Legislature; and
WHEREAS, it is anticipated that capital cocts for'the equipment necessary
Lo implement the 911 system will be financed federal and/or stlte grants;
NOW, THEREFORE, BE IT RESOLVED by the Cis, '1 that the City of
St. Louis Park endorses the "Statement of Policy: 911 Telephone System
Financing" recommendation which encourages the Minnesota State Legislature
to look on the telephone company;.gross'earnings tax.as a source of revenue
for the recurring costs of a basic 911, 'system.

BE IT FURTHER RESOLVED rHAT•THE,City of St. Louis Park supports the
other recommendations in lhe report; and
BE IT FURTHER RESOLVED that copies of this Resolution be forwarded to
the legislative representatives of the City of St. Louis Park in the Minnesota
State Legislature, to the 911 Coordinator'of the Metropolitan Council, and to
